Proposals due January 24, 2020 at 5:00 p.m. Pacific Time 

Purpose 

Interfaith Power & Light (IPL) seeks a partner to guide a dynamic and visionary strategic plan for the organization that considers our vision, mission, values, and guiding principles and addresses our short- and long-term goals for greater national impact. 

This RFP: 

• Provides general background on Interfaith Power & Light 

• Describes the scope of work 

• Describes the process for submitting proposals 

About Interfaith Power & Light 

Interfaith Power & Light (IPL) was founded in the year 2000 as a campaign of The Regeneration Project, which is still the 501(c)(3) sponsor of the organization. Since our founding, IPL affiliates have been established in 40 states and the network has grown to reach 22,000 congregations of all major religions. 

IPL has developed impactful programs to help these congregations conserve energy, green their facilities, and teach and preach about climate change as a moral issue. Our campaigns mobilize hundreds of thousands of people of faith and conscience to engage in grassroots advocacy to advance climate solutions at the local, state, and national levels, and IPL is the largest interfaith grassroots organization in the country mobilizing on climate change.

Inspiring and engaging individuals, families, and faith and local communities to embody spiritual and societal transformation by reducing their greenhouse gas emissions while building a new relationship with Earth. 

Mobilizing people of faith and conscience to advocate for just and equitable climate solutions at the local, state, and national levels. 

Working collaboratively with the IPL national network, diverse partner organizations, and marginalized communities. 

Modeling shared leadership and decision-making within our organization and our partnerships. 

Focusing on our common values, broadly communicating the moral obligation to address the urgency of global warming. 

IPL has an annual budget of approximately $1.5 million, with $400,000 raised from individual donors and congregations, including more than $200,000 from major gifts of $1,000 or more. 

IPL is governed by a Board of Directors, representing diverse faith traditions, backgrounds and experiences, and geographic locations in the U.S. The IPL president serves as a member of the Board of Directors. 

IPL currently employs six full-time staff members (two of whom are remote), two full-time California IPL staff, a part-time Federal Policy Associate in Washington, D.C., and a financial consultant. 

A new IPL president was hired in January 2018, and after a major listening tour in 2018, the new president presented a set of key themes and recommendations to the IPL Board of Directors. Several of these recommendations have already been undertaken, including a new Strategic Framework (vision, mission, values, and guiding principles); the recognition that the organization needs to center on justice, equity, diversity, and inclusion; and the creation of a new Network Steering Committee to guide the overall work of the national IPL affiliated network.

Scope of Work 

IPL is seeking a strategic planning consultant to guide the process of a five-year strategic plan for the organization. 

IPL envisions an inclusive, transparent process that includes major internal stakeholders, including our Board of Directors, IPL staff, state affiliate leaders, as well as some key external partners. We expect that these interactions will provide feedback on goals for the next five years, uncover ideas outside of what has been outlined, and help establish priorities. 

The final deliverable should be a dynamic plan that includes the identification of key strategic goals and an actionable strategic plan that will serve as the overall blueprint for IPL’s work during the next five years. The plan should include: 

• An executive summary 

• A comprehensive, detailed plan that identifies a complete listing of adopted strategic goals, objectives, and tactics, segmented by year 

• Performance measures and other measurable milestones for the goals and objectives 

• Resource development strategies 

• A narrative for telling the organization’s story 

• Initial communications strategies 

Additionally, California IPL (working under the umbrella of IPL national) is undertaking a strategic planning process at this time. In the project proposal, please list separately the cost of convening a planning call with the California IPL planning team.

January 6, 2020 IPL launches RFP January 24, 2020 Deadline for proposals to be submitted Week of January 27, 2020 Possible phone or in-person interviews of top proposers January 31, 2020 Anticipated date IPL will notify awardee February 10, 2020 Project start 

Qualifications 

An ideal strategic planning consultant would: 

• Have a successful track record of consensus-based strategic planning with national nonprofits 

• Have experience working with and understanding networks, especially affiliated networks 

• Have experience working with faith-based organizations and/or environmental organizations 

• Be a social impact consultant, focused on issues of justice, equity, diversity, and inclusion 

• Strong facilitation skills 

• Knowledge of budgeting 

• Knowledge of marketing, communications, and branding 

• Knowledge of resource development 

• Ability to constructively challenge key stakeholders 

• Experience inspiring others to think innovatively 

• Project management experience 

Process for Submitting Proposals 

To best evaluate the ability of the vendor to meet IPL’s goals, please include the following in your proposal: 

• Cover letter 

• Examples of similar projects 

• A summary of strategic planning experience 

• Three client references, with scope of work, dates of contract, and contact information 

• Sample project plan 

• Project budget by line item 

• Suggested project timeline 

• Project team members, their role, and relevant experience
