Job Overview/Summary: The International Rescue Committee is seeking a Director for a 4-year, $1.2 million Office of Refugee Resettlement (ORR) program to equip ORR-funded state refugee programs and ORR-funded refugee service providers with the specialized technical assistance (TA), resources and training needed to appropriately address barriers that refugees may encounter while trying to access community-based services, education, employment, and specialized care. Technical assistance will be delivered in the program sectors of: employment and other economic empowerment, trauma-informed refugee health, refugee child and family wellbeing, education, monitoring and evaluation, and community integration, among others. The Director will be responsible for overall leadership and management of the program, and will serve as the principal institutional liaison to ORR. The Director will be responsible for ensuring that the program is implemented in accordance with the cooperative agreement and donor regulations, and addresses the needs of client organizations in the highest quality and cost-efficient manner.



Major Responsibilities:


  • Provide leadership and direction to both IRC and sub-award and external consultant project teams, and ensure that the design and implementation of activities achieve the greatest possible impact;
  • Manage the overall project by assessing needs and planning, monitoring, and evaluating activities in accordance with the cooperative agreement, in close coordination with the Project Monitoring and Evaluation Manager;
  • Prepare annual workplans in coordination with key program staff and partners, with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation;
  • Ensure the project meets current and emerging TA needs of its stakeholders, in terms of sector, subject, and delivery mechanism, by using data to appropriately direct resources;
  • Supervise the IRC project team and coordinate with IRC HQ's Program Quality and Innovation, Resettlement, Resource Acquisition, and Management units, among others, as appropriate;
  • Closely manage project sub-recipients and other contractors as necessary, ensuring technical quality of their outputs, adherence to schedule of deliverables, and compliance with donor requirements;
  • In coordination with relevant sectoral staff, oversee the selection, engagement, and management of contractors to carry out special TA projects, as needed.
  • Ensure close coordination and regular communication amongst key program staff and project sectors, and between IRC and its sub-award partners and other contractors.
  • Provide financial and technical management to ensure the best use of resources by preparing sound budgets and monitoring project expenses;
  • Report to ORR through ongoing formal and informal debriefings and semi-annual reports, developing close and effective communication that facilitates timely approvals for project initiatives;
  • Oversee the design, implementation, and management of the project website and resource library;
  • Manage project internal and external relations and marketing, and successfully represent the project and IRC, ensuring effective information dissemination about services, achievements and lessons learned.

Refugee Technical Assistance Program project staff



Indirect Reporting: Technical advisors and other members of the RTAP Collaborative
Other Internal and/or external contacts:
Position requires close collaboration with a variety of colleagues, including but not limited to: USP Resource Acquisition Team, IRC field offices, the USP Program Quality and Innovation Unit, the Awards Management Unit, Finance, Legal and HR, other refugee service providers and state refugee programs, external subject matter experts.



Job Requirements:



Education: Bachelor's Degree required, Master's Degree strongly preferred



Work Experience:


  • Minimum of 6+ years of program management experience, with management of technical assistance and/or multi-sectoral refugee assistance programs preferred;
  • Previous experience managing sub-awards and ORR-funded programming preferred;
  • Proven leadership and strategic planning capabilities;
  • Demonstrated experience in inter-agency coordination, preferably in a leadership role;

Demonstrated Skills and Competencies:


  • Demonstrated experience with a range of on-site and distance learning tools, and knowledge of current, effective learning technologies and trends;
  • Demonstrated experience managing teams and partnerships;
  • Strong commitment to data-driven programming, and experience in developing and implementing design, monitoring and evaluation tools;
  • Knowledge of national US refugee resettlement programs, actors, policies, and practices;
  • Excellent oral, written and interpersonal skills with evidence of ability to productively interact with a wide range and level of staff and organizations;
  • Proven sound judgment and decision-making skills;
  • Proven ability to work flexibly and to solve problems with appropriate input from relevant stakeholders;
  • Positive, forward looking and able to work well in a team oriented environment;
  • Demonstrated experience in utilizing webinar platforms such as Webex and learning portals;
