ORGANIZATION: Founded in 1974 the mission is: NHS of Baltimore sparks renewed vitality in neighborhoods by engaging community partners, increasing sustainable homeownership and advancing innovative capital solutions.

We do this by leveraging lending opportunities through our community development financial institution (CDFI), providing high quality HUD certified housing counseling, and partnering with community to institute equitably targeted changes. As a member of the NeighborWorks network, NHS actively participates in national conversations, incorporating national best practices into our work.

NHS currently has a staff of 21 with three interconnected lines of business: Community Engagement, Homeownership Counseling, and Lending. An annual operating budget of $1.8 million supports the diverse activities of NHS. Throughout 2018 NHS of Baltimore developed and adopted a 5 year strategic plan. The Deputy Director will help manage implementation of this plan.

POSITION: Reporting to the Executive Director (ED), the Deputy Director will have both internal and external facing responsibilities, ranging from staff oversight and teambuilding, development of internal systems, data management, and providing strategic leadership within the organization. The Deputy Director will be a thought partner with the ED to chart the future of NHS of Baltimore and respond to the needs of our community. This is a new position for NHS.


Human Capital Management

  • Oversee all program staff with 4 direct reports
  • Lead regular senior staff meetings and monthly all staff meetings
  • Ensure each staff member has an annual action plan with measurable results
  • Ensure each employee has a professional growth plan that is followed
  • Coordinate human resources in partnership with the finance department
  • Work with Sr. Staff to ensure all employees have the necessary resources to succeed in their areas of responsibility
  • Develop performance management process based on annual goals, work plans, cross-teamwork and data-informed decision-making

Administration and Systems

  • Develop systems and processes to accomplish organizational goals
  • Identify and track metrics for each program ensuring positive outcomes
  • Manage data collection and reporting for multiple complicated sources
  • Work with ED and Finance Department to ensure organizational budgets are achieved and that resources are best allocated for impact
  • Ensure high quality customer service at all levels of the organization
  • Oversee the development and implementation of a communication and marketing strategy for NHS
  • Clarify, document, and communicate decision-making processes and autonomies
  • Develop, test and refine a process for vetting new initiatives

Thought Leadership

  • Work with ED and senior leadership to identify community needs and solutions
  • Be a thought partner for the ED
  • Advocate internally and externally for organizational priorities that will positively impact the communities we serve
  • Represent NHS at meetings both locally and nationally
  • Identify best practices to incorporate into the work of NHS
  • Work with the team to develop change management decision making guidelines and work with the ED to implement the guidelines throughout the organization

Knowledge Requirements:

·        Bachelor’s degree in any related field. Master’s degree preferred

·        At least 12 years related progressively responsible experience

·        Proven ability to work with efficiency, flexibility, and good humor

·        Demonstrated ability to build and maintain relationships with a wide array of people—junior and senior,

for-profit and nonprofit, and from diverse backgrounds
