AWEA is seeking a Central Region Director to drive our strategy to achieve AWEA’s wind energy agenda.  States in the director’s purview may include ND, SD, NE, KS, MO, MN, MI, IL, WI, IN, and IA.  The director will identify state legislative and regulatory objectives to advance AWEA policy goals and apply his/her knowledge of state-level politics and processes to help develop the strategies to meet those objectives.  The director will grow and maintain a network of elected and appointed state officials and influential 3rd party stakeholders. This individual will work with AWEA staff, member companies and regional partners on the range of issues that may arise and will manage consultants and work with coalitions as needed to achieve success.

This position works from home and may experience high work demands under tight timelines. The specific location must be in the region, with convenient access to an airport and that allows for easy travel throughout the region.   Extensive travel will be required.

Essential Functions/Major Responsibilities

  • Develop and prioritize the wind industry’s top state policy opportunities to increase wind demand, deployment, and value.
  • Apply state and regional political and process knowledge to develop state-level strategies to advance AWEA policy objectives. 
  • Develop and maintain a network of elected and appointed state officials. 
  • Work closely with AWEA staff as a lead for state-level external engagement with decision makers and influencers on top priority issues. Conduct and or oversee outreach with state elected and appointed officials, coordinating closely with member companies and AWEA Regional Partners.  
  • Advise AWEA Public Affairs team regarding need for public affairs campaign support for state level activities, including grasstops recruitment and grassroots activation. 
  • Assist in the cultivation of member company (developer and supply chain) workers in the states. 
  • Coordinate with AWEA regional partners to ensure efficient and effective sharing and deployment of resources devoted to executing the wind industry’s advocacy agenda. 
  • Promote the wind energy agenda and develop relationships via regional and national level state-focused umbrella organizations such as the Midwest Governors Association, Midwest Council of State Governments, NARUC and its regional affiliate MARC, among others.
  • Seek input from the policy, regulatory and research teams at AWEA and use that information to develop collateral and presentations for use with state administrators, legislators and regulators. 
  • Work with regional partners and members to identify priority candidates including governors, state legislators, and utility commissioners for fundraising purposes. Assume the lead for developing recommendations for corporate and WindPAC contributions in the region and/or for other means of support.
  • Serve as staff liaison for the AWEA state affairs central region subcommittee and serve as the AWEA liaison to regional partners with overlapping territory. 
  • Communicate state and regional issues and developments to AWEA’s membership and Board through various means including assisting with articles for AWEA publications and committee and board reporting. Can also serve as a media spokesperson on issues in the region.
  • Coordinate with Membership Value Experience (MVE) team to connect with large AWEA members in the region on policy issues and support outreach for AWEA workshops and other events in the region to raise visibility and attendance.
  • Hire and oversee consultants as appropriate. 

Education and/or Experience

Qualified applicants may possess any combination of education and experience enabling them to successfully perform the responsibilities of the position. Preferred qualifications are: both bachelor’s and master’s degrees, with two years state government, energy policy, and at least 5 years of progressively responsible experience. Understanding state legislative processes and legislative campaigns is a must. An established ability to work independently and as a part of a team, handle multiple tasks simultaneously, establish priorities, meet deadlines, and solve problems as they arise is desired. Seeking candidates with public policy and strong communications experience, ideally with energy and/or environmental policy and issues. Incumbent should have a strong understanding of energy and environmental issues. Additional consideration given to candidates with strong, regional network of contacts in energy/electricity policy and established coalition-building skills. Candidates must possess exceptional presentation, written and oral communications skills, with an emphasis on the ability to achieve consensus and cooperation among people with diverse backgrounds and perspectives. Sound judgment and instincts, good analytical, conceptual and strategic thinking skills, the ability to develop and manage projects independently, the ability to adapt and respond quickly to change will play as factors in the selection for this role.
