JOB SUMMARY:

The National Center for State Courts (NCSC) is a private, non-profit organization dedicated to the advancement of justice systems in the U.S. and around the world. NCSC partners with donor agencies, host country governments and civil society organizations to support judicial independence and promote access to justice. 

 NCSC's International Programs Division is seeking candidates for the position of Program Associate – Caribbean. This is an entry level program position, and as a member of a regional program team will support current programming throughout the Caribbean. This position is in the Arlington, Virginia office. 

The Program Associate will assist with program implementation and reporting; virtual and in-person event planning; coordinate and attend meetings with senior level officials at the U.S. Embassy and with senior judges and attorneys throughout the Caribbean; review program-related financial reports, wire transfer requests, and vendor invoices; assist with travel arrangements and travel expense reimbursement; and maintain program records and documents. In addition to administrative support, the Program Associate may conduct research to support the development of technical and cost proposals for new programs.

DUTIES AND RESPONSIBILITIES:

Specific duties and responsibilities include but are not limited to the following:

  • Provide day-to-day logistical and administrative support to field-based office;
  • Assist in the preparation and monitoring of work plans, deliverables, sub-grants programs, training and technical activities;
  • Assist in the preparation of quarterly, annual, final and other program reports;
  • Prepare reconciliations and payment vouchers for field office credit cards, consultant travel expense reimbursements, and vendor invoices for submission to Program Manager for approval;
  • Lead logistics and event planning for virtual and in-person events, meetings, and workshops;
  • Create data visualizations to be utilized as graphics in briefing documents and reports. Familiarity or interest in basic design programs such as Canva is preferred.
  • Conduct first review of field office financial reports, including verifying account balances, transaction coding, and completeness of supporting documentation for transactions;
  • Make travel arrangements, including approval requests, and airline and hotel reservations;
  • Maintain program records and documents, including project files, donor approvals, consultant and vendor contracts, procurement materials, monitoring and evaluation data, etc.
  • Conduct research and prepare country profiles or briefing memoranda; and
  • Participate in the development of technical and cost proposals for programs related to court excellence, court administration, anti-corruption, access to justice, and financial crimes.

MINIMUM QUALIFICATIONS:

To be considered candidates are required to possess the following qualifications:

  • A Bachelor's degree in international affairs/studies, business, government or other relevant discipline; or equivalent education and experience that demonstrates the ability to effectively perform in the position;
  • Fluency in English;
  • Ability to communicate effectively verbally and in writing;
  • Advanced skill in Microsoft Office Suite with full proficiency in Outlook, Excel, and Word;
  • Two years relevant experience in international development or related field required;
  • Prior experience supporting programs in Latin America and/or the Caribbean preferred;
  • Ability to prioritize, follow direction, and handle multiple assignments within deadlines;
  • Ability to travel internationally; and
  • Eligibility to work in the U.S.
