LOCATION: We are a national organization with no central office. Our staff live in around a dozen states. Therefore, candidates for this position can live anywhere in the  United States but would preferably lead in one of our key locations: NY, DC, CA, IL, MI, or New England. They must be willing to travel at least once every 1-2 months to meet with members of the team.    

                                    

SCHEDULE:  Full Time  


SALARY: $86,000-$95,000 Depending on Experience + Benefits

OVERVIEW

 

One Fair Wage (OFW) is a national organization seeking to raise wages and working conditions in the service sector and end all subminimum wages in the United States. The leadership of One Fair Wage has been the key voices nationwide on ending the subminimum wage for 6 million tipped service workers nationwide for nearly a decade, but have recently also been working in coalition with others to end subminimum wages for workers with disabilities, youth, incarcerated workers, and gig workers as well. One Fair Wage leads state and federal policy efforts to raise the minimum wage and end the subminimum wage for tipped workers; today, One Fair Wage legislation is moving in multiple states and in Congress. One Fair Wage draws upon its base of 250,000 service workers and over 1,000 restaurant employers to advance these policy efforts. 

 

OFW has quickly grown to a current team of over 30 full and part time staff. We are recruiting a Policy & Reasearch Director to manage, coordinate, develop, and support our research and policy work, including legislative and ballot measure campaign strategy and implementation, legislative outreach and education, policy research, and coalition building.

 

POSITION SUMMARY


The Policy & Research Director is a new senior-level position responsible for overall management of our research and policy department - the primary goal of which is to advance state and federal policy in coordination with the worker and employer organizing and communications departments. The Policy & Research Director will work closely with other members of the  Management Team on all aspects of organizational strategy, operations, and management, and drive best practices across the organization. 


The Policy & Research Director will report to the President and directly supervise 4-5 policy researchers and staff responsible for coalition and legislator outreach.

 


RESPONSIBILITIES

 

Policy and Research Direction & Management

  • Direct the Research & Policy Team, in close coordination with the OFW President, in the development, implementation and evaluation of our overall policy campaign strategy, goals and objectives, working closely with the President who serves as primary strategy lead for the campaign. 
  • Actively participate in executive level discussions and decision making processes.


Policy Strategy Planning and Implementation:

  • Work closely with the President and other Directors (and Board) to develop, articulate and implement overall policy campaign strategy.  This position is responsible for helping to advance the organizing and communications teams’ work by elevating the voices, needs and conditions of workers, employers, and coalition allies to legislators to help advance One Fair Wage policy in numerous states and at the federal level.
  • Supervise policy researchers in identifying, designing, developing and conducting rigorous quantitative and qualitative research documenting workers’ and employers’ needs and concerns and industry trends that support advancing One Fair Wage as policy. This work includes: designing research methodology, including surveys, interviews, focus groups, and statistical analysis of primary and secondary data sets; ensuring research is methodologically sound; and editing policy reports. 
  • Conduct policy and political analysis, tracking existing and proposed policies related to wage and tipped worker legislation at the federal, state and local level. 
  • Provide education and resources to legislators in multiple states, including: developing fact sheets and other educational materials; coordinating educational briefings and meetings with legislators; providing legislators with draft legislation and other materials; maintaining a clearinghouse of these materials on the organizational website. 
  • Co-lead federal and state policy advocacy work with President: supports cross-departmental communication, maintains and tracks relationships with legislators and key policy groups, represents the organization in coalition meetings, develops our policy advocacy agenda and strategies, and provides progress reports to staff and supports President in providing the same to the Board.
  • Supporting other aspects of the work as needed. 



Supervision of Policy Team Members

  • Provide direct supervision to 3-4 staffmembers, including policy researchers and staff engaged in legislator and coalition outreach. This will include providing feedback and direction on work plans and work management, carrying out annual evaluations, conducting periodic supervisory check-in meetings, coaching supervisees as needed, and supporting staff development and training needs - thus creating opportunities for team members to grow. Through this process, the Policy Director will ensure that all staff have the necessary training, tools, resources, and information to deliver.
  • Partner with team directors and senior leadership across the organization to embed the organization’s values into work and contribute to the evolution of changes across the organization. Through this process, the Director will build a trusting work environment that supports innovation.
  • Effectively manage, support, and collaborate with staff and contractors, while identifying gaps and growing the teams as appropriate. Actively coach and develop your team to achieve their goals through constructive feedback, guidance, and accountability.
  • Ensure smooth and consistent communication between the policy department, organizing department, and communications department to help advance policy. 



QUALIFICATIONS/EXPERIENCE


  • Extensive experience (at least 7-10 years) as a policy advocate, strategist, researcher, analyst and/or organizer within a dynamic environment focused on winning campaigns and leading fights for social and economic justice - including significant experience with state and federal legislative outreach. 
  • At least 5 years experience as a program manager/director, including at least 5 years supervising multiple paid staffmembers. 
  • Advanced degree or equivalent training in research methods required, with demonstrated experience with both conducting and designing quantitative and qualitative research, including extracting and analyzing public data sets, sufficient to support and supervise researchers. 
  • Strong interpersonal and organizational skills and ability to work with diverse groups of people.
  • Written communication skills (English); ability to compose, edit, and proofread materials.
  • Verbal communication skills (English); excellent communication and human relations skills, ability to work well with multicultural staff and Board.
  • Strong computer skills, including Google Suite, Word, Excel, etc.; statistical research software; ability to learn new technology quickly.
