Organizational Summary

 Maryland Association of Resources for Families & Youth (MARFY) is an association of private child caring organizations providing foster care, group homes, and other services through more than 200 programs across Maryland. MARFY advocates on behalf of the provider community through its lobbyist in Annapolis and its member-led coalitions to improve the state’s system of care for the youth and families it serves. MARFY has furthered legislative interests such as rate-setting, labor laws, foster care and placement regulations, and procurement issues and is now considered the “go-to” group for state officials seeking provider input on the system of care in Maryland. In the coming year, MARFY is making a strategic shift to expand its membership to involve a wide range of community-based organizations that serve children and youth.

Position Summary

The Executive Director will be responsible for developing the strategy, goals and tactics for MARFY to be the statewide voice for child welfare providers and the larger community of nonprofits that serve children and youth. The Executive Director will be responsible for working with the members to advocate for an equitable, flexible and responsive child caring system in Maryland by working with Department of Human Services, General Assembly and other governmental agencies and policy makers. The Executive Director will be responsible for planning the MARFY annual conference (in partnership with Maryland Nonprofits), delivering value to MARFY members, managing all MARFY events and programs, expanding MARFY membership and raising funds for MARFY operations.



1.     Coordinate MARFY Executive Council, coalitions and membership in developing consensus strategies for advocacy.

2.     Develop relationships with elected officials and other policy makers and identify opportunities for policy advocacy based on MARFY goals.

3.     Organize public policy advocacy actions such as petitions, sign-on letters, testimony and other efforts to advance MARFY goals.


Fundraising and Membership

1.     Develop relationships with current and potential funders of MARFY and Maryland Nonprofits.

2.     Prepare proposals for support, write grant reports on accomplishments and identify and cultivate potential sponsors.

3.     Recruit and retain members of MARFY.



1.     Support the operation of MARFY coalitions, MARFY Executive Council, educational programs and other member engagement throughout the year.

2.     Support the collaboration among MARFY members and the wider child-serving community for professional development, coordination among programs and collaborative projects.

3.     Lead the MARFY annual conference by working with a MARFY conference committee, developing speakers and content and working with the Maryland Nonprofits events team on planning and delivery.

4.     Participate in various state and nonprofit collaborative efforts such as the Department of Human Services workgroups, statewide advocacy coalitions such as Maryland Committee to Protect Children and others.



1.     Schedule meetings.

2.     Draft and manage correspondence.

3.     Liaise with Maryland Nonprofits events, membership and marketing staff to advance MARFY programs and initiatives.



1.     10+ years of experience in working with diverse youth, human services or child welfare.

2.     Experience in public policy and advocacy.

3.     Experience in fundraising.

4.     Bachelor’s Degree or equivalent experience, including lived experience, in the child welfare system.

5.     Fluent in written and spoken English.

6.     Self-starter with enthusiasm for serving MARFY members and Maryland’s youth.

7.     Excellent organizational and communication skills.



Compensation will be commensurate with experience, in the range of $90,000 - $120,000 annually, paid biweekly.
