The Transitional Housing Director - Audit and Quality Assurance is responsible for ensuring that WIN’s shelters deliver high quality program services as defined by WIN and funder regulations and standards.   The position will be responsible to ensure that WIN programs meet established programmatic goals, regulatory and contractual obligations, and provide an objective and independent compliance function to the organization.   This will be accomplished by overseeing quality assurance activities within all areas of the Transitional Housing Programs. 



  • Directs Transitional Housing staff on governmental regulations, operational practices, and compliance of WIN’s standards and develops/implements management systems for tracking and monitoring compliance
  • Monitors regulatory and operational requirements; collaborates with VP & AVP’s of Transitional Housing on the development of social services compliance-based policies and procedures, resources and changes to operational procedures
  • Develops/implements and coordinates an independent CARES audit and Case Record review to ensure governmental/funder compliance with established WIN established standards
  • Collaborates with, and provides support to the VP of Real Estate to achieve successful outcome of facility and unit inspection audits
  • Collaborates with and provides support to AVP’s of Transitional Housing to achieve successful outcomes of program audits
  • Creates a mechanism for the review and reporting of critical incidents and response to client complaints and makes recommendations for policy/practice changes to mitigate/eliminate risk
  • Develops ongoing performance measures to evaluate and determine the standards requirements for goal achievement
  • Develops quarterly internal independent audits for program and operational activities to foster successful compliance with established standards
  • Identifies and summarizes trends and areas of focus for performance improvement activities
  • Develops reporting mechanism, and provide recommendations that facilitate program and operational compliance with all applicable directives, regulations and established standards
  • Collaborates with Research & Evaluation to develop and implement data driven corrective actions, evaluation and assessment instruments
  • Develops an audit process for children and youth services in collaboration with the Director of Children Services and the Manager of Youth Services
  • Collaborate with Director of WIN Academy & WPD staff to develop staff trainings
  • Leads quality assurance committees and participates in organizational committees as requested
  • Performs other duties as assigned


  • LMSW required
  • Minimum of 3-5 years demonstrated progressive assignments in positions with organizations providing services to families and children with at least four (4) years’ experience in CQI activities
  • Demonstrated experience in staff training and policy development
  • Excellent organizational, written and verbal communications skills
  • Good organizational, written and verbal communication skills
  • Solid computer skills required, including Microsoft Office suite and Outlook
