Research Associate – Independent Reporting Mechanism (IRM)

●       Reports to: IRM Research Manager

●       FLSA Status: exempt

IRM is looking for 2 candidates to be hired as Research Associates.



The OGP is a multilateral initiative that aims to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. To become part of OGP, participating governments must sign a high-level Open Government Declaration, deliver an action plan developed with public participation, and commit to independent reporting on their progress through the OGP Independent Reporting Mechanism (IRM).

The Independent Reporting Mechanism (IRM) is a key means by which all stakeholders can track progress within OGP participating governments. By tracking and publicizing progress, it promotes strong accountability and dialogue between member governments and citizens.

The IRM works primarily by disseminating annual reports for each OGP participating government. Each national and local report assesses the implementation and ambition of action plans, progress in fulfilling open government principles, and provides technical recommendations to improve future action plans.


Position Summary

The IRM is seeking highly organized individuals with strong writing skills to collaborate with the IRM team and carry out research, quality control, review and publication of IRM reports from OGP participating governments. The Research Associate is directly supervised by the IRM Research Manager.


Duties and responsibilities

●     Report production: Track and shepherd quality control and publication processes for international reports in each OGP participating government, including drafting of executive summaries of IRM reports;

●     Recruitment and training: Work with the research manager to hire, contract and train researchers and consultants.

●     Publication: Aid in maintaining and improving the publications process and guidance for IRM reports, including templates.

●     Administration: Assist IRM program staff with payment, contract, and other administrative duties as necessary.

●     Communications: Serve in a coordinating role to aid IRM communications and support OGP communications more broadly. Support IRM report launches and dissemination.

●     Events: Help to coordinate international meetings and conferences;

●     Databases: Maintain general resources such as databases for use by the whole OGP community, as needed;

●     Analysis: Under supervision of the research managers, help provide data analysis of use to the OGP community.




Strong candidates will demonstrate through their application materials the following

●     Skills:

○     Writing: Strong writing skills, including professional style and mechanics; Attention to detail, including copy-editing and proofreading skills;

○     Research: Experience in policy-relevant research, analysis, and writing;

○     Data: preference shown for candidates with demonstrated data analysis skills (descriptive statistics);

○     Language: High-level proficiency English; speaking and writing fluency in Spanish is required.

●     Personal profile:

○     Time management: History of prioritizing under tight deadlines and manage large amounts of information;

○     Communication: Strong interpersonal communication skills, especially across cultures;

●     Years of experience:

○     Demonstrated interest in public policy or legal issues related to governance, democracy, transparency, accountability, or public participation;

○     Minimum three years of experience; bachelor’s degree in the field related to OGP-relevant themes, master’s degree preferred.

●     Salary commensurate with education and experience. OGP compensates competitively with other organizations in the Washington DC region.

●     Position is based in Washington DC. Candidates must have authorization to work in the US.
