Summary of Position
The Human Resources Manager provides direct oversight of all human resources functions of the organization, including the development, implementation, and adherence to agency policies and procedures, staffing and professional development, performance management, and compensation and benefits administration. This highly responsible position is responsible for successfully recruiting, hiring, onboarding, and training new hires to help the organization meet strategic business goals and objectives. The Human Resources Manager possesses excellent interpersonal communication skills, a deep understanding of team dynamics, and a track record in designing and implementing vicarious trauma prevention and team-building programs. This position is based in Los Angeles, with at least one day per week and as necessary in the office, with the other work days working from home.
Essential Responsibilities
- Maintains sensitivity to legal issues and protects the organization from areas of possible exposure and risk
- Works with the management team to recruit, onboard, and train new staff members that meet the strategic goals of the organization
- Supports with the DEIBJ work of the organization, specifically as it relates to the development and implementation of HR policies in line with Cast's commitment to Diversity, Equity, Inclusion, Belonging, and Justice
- Develops and manages employee performance management systems
- Analyzes employee compensation and maintains salary structure
- Maintains and optimizes organization's human resources database
- Manages space planning and office organization
- Works with accounting team to ensure accuracy of semi-monthly payroll
- Researches employee benefits programs, and stays abreast of industry trends
- Administers employee benefits and manages additions, deletions, and other changes
- Coordinates with Cast's benefits provider and negotiates benefits changes in accordance with agency needs and goals
- Coordinates COBRA for terminating employees
- Maintains employee personnel files and ensures that required documentation is complete
- Works with CIOO to review and update human resources policies and procedures
- Serves as resource to staff regarding human resources and office policies and procedure questions
- Performs new employee orientations regarding office policies and procedures, payroll, and benefits, and ensures the successful onboarding of new hires
- Conducts offboarding with employees exiting the organization
- Coordinates administration of employee review process and documentation
- Assists with, and makes recommendations for, staff professional development
- Keeps current on changes to employment rules and regulations in California
- Ensures compliance with required office postings
- Serves as primary contact person for workers' compensation policy and manages claims process as needed
- Protects and renews agency trademarks, and other intellectual property
- Perform related and other duties as assigned

- Demonstrated knowledge of working with diverse communities and human rights issues
- Excellent interpersonal, communication, organizational, and presentation skills. Possess a positive attitude and carry out a professional tone.
- Ability to maintain composure, use diplomacy, and respect confidentiality in sensitive situations
- Ability to use mathematical skills to ensure the accuracy of human resources data and payroll transactions
- Ability to solve practical problems and deal with a variety of concrete variables in situations. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
- Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Qualifications
- Bachelor's Degree in Business or related field. Specialized certificate in human resource management preferred.
- Minimum of 5 years' experience as a Human Resources Generalist in a similar size organization and a minimum of 3 years' experience managing a non-profit HR program.
- Computer proficiency in office applications and human resources software
- Maintains a valid California Driver's License and vehicle insurance.
