Position Description:

This position is responsible for assessing the needs of cases referred for placement into MRS's national foster care network, with a focus on higher therapeutic needs, and coordinating network-wide planning for the development of appropriate foster care beds. This position provides consultation, training, and technical assistance to sub-recipient programs on addressing barriers to placement, maintenance of budgeted capacity, foster parent recruitment and retention, and other identified training needs.

Contributes to the Bishops' strategic plan for the Conference. Demonstrates willingness and ability to understand, respect and contribute to the USCCB mission and to fulfill job duties in accordance with its Catholic identity.


Requirements:

Educational Level: Master's Degree required.

Major Field/Specialty: Social Work, Child Welfare, Foster Care, Case Management, Mental Health, Juvenile Justice or related field.

Foreign Language Requirement (if any): none required; Spanish preferred

Other Specialized Training: (i.e. word processing, personal computer, knowledge of Catholic Church, etc.)

  • Knowledge of child welfare principles/standards, practices and systems (i.e. foster care, child protective services, basic child placing agency licensing and placement procedures).
  • Knowledge of international child migration, including issues related to children in immigration proceedings, victims of trafficking and refugees.
  • Knowledge of complex mental health/trauma, medical, safety, and juvenile justice issues that impact children who are referred for foster care.
  • Knowledge of federal grants and cooperative agreements
  • Competence with Microsoft Office and CRM database
  • Training, monitoring, and evaluation.
  • Case and program data analysis.
  • Knowledge and understanding of the Catholic Church structure and teachings.
  • Excellent verbal and written language skills.
  • Non-supervisory leadership
  • Basic marketing and sales, useful.

Type and Nature of Professional Experience:

  • Post-graduate experience in child welfare setting (case management in foster care setting preferred).
  • Program administration, program development, monitoring and evaluation.
  • Delivery of technical assistance and training (public speaking).
  • Experience with unaccompanied migrant and refugee children.
  • Report writing skills.
  • Working independently, and with a team.

Number of Years Required: A minimum of 3 years work related experience.
