Home Free is a transitional housing program specifically for criminalized survivors of domestic violence and/or human trafficking. Our Home Free residence, on Treasure Island, San Francisco, can house up to 10 previously incarcerated mature women who have survived domestic violence, spent long and excessive sentences in prison, and are reestablishing their lives. We recognize that the reintegration needs of mature women who are survivors of domestic violence and related trauma are different and thus this is a call to action to be responsive to those survivors of domestic violence for reentry housing and related programs. After long periods of incarceration, the survivors have missed out on cultural and technological changes in society, have been away from family, and have been separated from the workforce for decades. Home Free provides safe and vibrant co-housing that underscores the womens worth, humanity, and dignity for their successful reintegration and where the women will create pathways to their self-determination. 

This position will provide leadership to build and enhance trust and community by developing and implementing resource-rich programs for the health, safety, and well-being of Home Free participants. It is vital that all staff of this project work collaboratively to create a trauma-informed environment that will support our participants as they successfully transition from prison to transitional housing and then into permanent housing. This role is for someone who is deeply committed to maintaining a positive attitude and enjoys supporting a diverse group of people. They will be organized and able to complete a broad array of duties and activities with attention to detail and follow-through skills. They will be good with the use of technology for data and report tracking. They will exhibit empathy while also maintaining healthy boundaries with residents and staff. We are looking for a person with great energy who is committed to maintaining a positive attitude and willing to work hard and go the extra mile to build, support, and create a warm and caring living environment for our Home Free participants.

This position will support the Five Keys Home Free mission by creating a supportive environment of mutual respect and fairness while encouraging creative and critical thinking through an equity lens. In addition, they will contribute to our appreciation of diversity and foster a climate of multicultural understanding.



  • Designs and directs the development of comprehensive programs for women in reentry, specifically for women with PTSD related to their domestic violence victimization and long term incarceration
  • Actively work with staff to recruit incarcerated and formerly incarcerated women for possible candidacy for Home Free within the prison and parole systems, CBOs who work with incarcerated women, and any other agency that can help with recruitment and coalition work 
  • Ensures objectives and deliverables of all grant and contracts are met which includes contractual obligations with the California Department of Corrections and Rehabilitation (CDCR), state parole agents, and the Board of State and Community Corrections
  • Responsible for all outcomes of various MOUs, agreements, and contracts including fiscal oversight, tracking, and reporting of the Home Free program
  • Ensures daily operations of Home Free are occurring according to contractual objectives and Five Keys principles, policies, and Home Frees mission
  • Supports and supervises Home Free staff to maintain 24/7 coverage of the housing which includes a Program Coordinator/Case Manager, a Residential Coordinator/Reentry Coach, and overnight Ambassadors.
  • Coordinates develop, maintains, and continuously improves training and programming focused that includes education, vocational skills, comprehensive life skills, and survivor empowerment content that is gender and trauma-informed
  • Assists with program development and expansion, including seeking new opportunities, contracts, and grants
  • Oversees Home Free facility maintenance, systems, and staff, and ensures the fidelity, safety, cleanliness, and security of the program and its participants
  • Actively participates in creating a stable, safe environment that underscores the resident's individuality, freedom, and pro-social direction
  • Establishes schedules for training, programming, and events to encourage participation
  • Establishes, tracks, and reports out on the effectiveness and quality of each training or program including records for participant attendance 
  • Prioritizes and plans work activities, uses time efficiently, and develops realistic action plans
  • Represent Five Keys Home Free at conferences, meetings, and other public information events
  • Abides by Five Keys policies, procedures, and house rules
  • Compiles and analyzes data and prepares summary reports
  • Builds partner relationships to create a network or catalog of services and resources for our residents
  • Uses counseling techniques, peer counseling models, crisis intervention, social milieu, and group facilitation as needed
  • De-escalates issues that arise between participants and/or staff
  • Leads by example to maintain a positive community and living environment
  • Willing to work as needed, including some evenings and weekends
  • Other duties as assigned


  • Significant experience in domestic violence, mental health, reentry or inmate services, and physical illnesses services
  • Direct experience working with both culturally diverse and occupational diverse populations that includes trans and cis women, correctional officers, government officials, funders 
  • Identify and resolve problems in a timely manner by gathering and analyzing information skillfully
  • Demonstrates group presentation skills and ability to conduct meetings
  • Ensures written material is edited for spelling and grammar, presents numerical data effectively, and is able to read and interpret written information
  • Demonstrate a high level of emotional intelligence, remaining open to others ideas 
  • Exhibit a willingness to try new approaches
  • Speaks clearly and persuasively in positive or negative situations
  • Healthy Boundaries while maintaining a humane and vibrant environment
  • Strong working knowledge of community resources in the San Francisco Bay Area
  • Understanding of and proven ability to comply with multiple layers of confidentiality and privilege laws
  • A proven track record of success in working independently 
  • Ability to exercise good judgment and manage communications with supervisor, agency leadership, and partners



  • Required to have certification in domestic violence counseling (or scheduled to complete the 40-hour training within 90 days of start date) and experience in providing trauma-responsive programs and services that include but are not limited to: 
  • Supervising case managers
  • Empowerment case management
  • Survivor impact speakers, presentations, and groups
  • Community outreach
  • Continuing education training for staff
  • Five years experience working with survivors of domestic violence, human trafficking, and ideally housing supervisory experience that includes multiple contract compliance and reporting OR
  • BA/BS in Behavioral Sciences with a minimum 2 years of verifiable case management experience and 1-year supervisory experience in related field OR
  • 2-year degree with a minimum of 3 years supervision and verifiable case management experience in a related field 


  • Must wear provided PPE (Personal Protective Equipment) and adhere to all safety guidelines and requirements, when needed frequent and prolonged standing, walking, and sitting 
  • Occasional reaching with hands and arms
  • Occasionally lifting up to 25 pounds
  • Travel to multiple sites required 
  • Some required travel to Southern California
  • Ability to drive to various locations as needed



  • Must be willing and able to work in a correctional facility and travel throughout the area to community sites 
  • Work environment is residential--an office is a converted unit of housing, neighboring units of transitional housing for participants. There is some personal safety risk working with the at-risk population
  • Moderate noise level
