Position:

CARIE seeks a Project Manager to ensure compliance with Federal funding obligations for VOCA (Victims of Crime Act) grants and assist all VOCA-funded grant projects with the necessary data collected for this purpose. The ideal candidate will have experience with data collection and metrics analysis. The successful candidate will work directly with victim’s services staff to create, maintain and update compliance data in an organizational database; run reports from data system, including case review; provide timely information, input responses as requested to support the collection and management of key data for VOCA contracts. This position is envisioned to be a two (2) year position. The possibility for renewal and continuation are not guaranteed.

Primary Responsibilities:

  • Analyze VOCA contracts (4-5) for requirements under federal and state law and specific grant requirements including deliverables.
  • Manage project data and prepare reports and invoices to PCCD’s (Pennsylvania Commission on Crime and Delinquency) egrants web portal.  
  • Create compliance systems and materials, and train VOCA-funded staff on compliance.
  • Monitor victim services staff and partner organizations adherence to VOCA/federal compliance requirements and work with management to address issues.
  • Maintain comprehensive calendar of VOCA contract deadlines; manage reminder process for staff and furnish material for requests and reports.

Qualifications:

  • Master’s degree or bachelor’s degree with additional experience in a related field.
  • The candidate should be passionate about CARIE’s mission, have a demonstrated ability to work with diverse collaborators and stakeholders.
  • Minimum of 2+ years’ related experience preferred but open to entry level candidates with strong relevant competencies.
  • Strong analytical, problem solving and organizational skills, ability to work independently, and excellent attention to detail.
  • Experience in contract administration and compliance a plus.
  • Demonstrated leadership in projects and tasks.
  • Excellent computer skills including all MS Office products, web search, scanning, and other relevant platforms. Experience with data management systems and strong Excel skills required.
  • Demonstrated understanding and application of best practices around contracts compliance.

Physical and Mental Demands:

Must work well under pressure and be creative and analytical. Must be able to travel locally, visit the Philadelphia court systems and use public transportation; operate office equipment including but not limited to computer, telephone, fax, copier; move freely around the office; sit or stand at a desk and telephone for long periods of time; communicate in person, and over the telephone, with individuals and groups. This position may require occasional work outside of normal office hours. Some lifting of 10-20 pounds may be necessary.
