ORGANIZATIONAL BACKGROUND

The Ella Baker Center for Human Rights is a nonprofit organization based in Oakland, California working to advance racial and economic justice to ensure dignity and opportunity for low-income people and people of color. In our 24-year history, we have worked on issues including jump-starting the green jobs movement, promoting civic engagement, violence prevention through youth leadership, and transforming juvenile justice systems in California. We are currently working to end mass incarceration and mass criminalization in the United States through Truth and Reinvestment—moving resources away from failed criminal justice policies and into creating opportunities, also known as “books not bars, jobs not jails, healthcare not handcuffs.” In addition, our programmatic efforts are strong and growing, with the organization sponsoring four bills in Sacramento, building on our success in Alameda County, and working with partners across the country to build a movement to end mass incarceration.

KEY RESPONSIBILITIES

This position is part of the management team and ensures the smooth functioning of the organization from an internal perspective. This position not only makes sure the organization is compliant with rules and regulations, but works to improve the operational efficiency of the organization as a whole, with a particular focus on financial and human resources -- utilizing them well, respectfully and with the greatest potential impact. 

Finance

• Develop an inclusive budget process and prepare the draft annual budget -- one that can be readily reviewed/approved by the management team and Board. Track income and spending against the budget throughout the year, reporting out variances and making recommendations as needed.
• Track and report on the organization's financial status throughout the year, presenting to management and Board as relevant.
• Prepare financial reports for foundations as necessary.
• Supervise the process of payroll twice per month, ensuring accuracy, timeliness and cross training, to allow for appropriate Finance and Operations staff to cover for each other as needed should scheduling considerations arise.
• Ensure the organization follows its fiscal policies, including keeping and continuously improving the segregation of duties and internal controls.
• Review bank statements for accuracy, report out variances as needed.
• Coordinate and be the point person for the annual audit, ensuring timely completion.
• Ensure that all government tax forms and other required documents are filled accurately and on time.
• Maintain accurate Accounts/Grants Receivable records.
• Ensure timely reconciliation of Development records and financial reports.
• Prepare financial reports for quarterly Board meetings.
• Help the Board understand the organization's finances and collectively to plan for the future.
• Ensure that restricted funds are managed appropriately with full compliance to GAAP and ethical considerations.
• Lead long range financial planning, linking to strategic planning efforts as needed.

Operations

• Supervise the technology support vendor, ensuring consistent quality IT infrastructure for the organization.
• Maintain appropriate insurance coverage for the organization, documenting, addressing and preventing any potential risk management issues.
• Negotiate leases as needed and ensure the organization is managing its property asset as well as possible. 
• Supervise the management of facilities and its related operations, ensuring that the physical space of the organization is safe, secure and accessible.
• Consistently aid the organization to use technology to support program and development work as efficiently and effectively as possible.
• Be available as a backup Emergency Contact for facility operations.

Human Resources 

• Supervise all aspects of people management, aligning formal HR functions as well as possible to an inclusive, diverse, welcoming, healthy organizational culture. 
• In coordination with the Deputy Director and the HR Manager, and the Union representation, successfully and positively manage relations with the Employee Union, including MOU renewals, potential grievances and Union reviews of new job openings.
• Assist with strategic thinking efforts, linkage of finance and people resources to vision, and annual retreat planning as necessary.
• In collaboration with the HR/Operations Manager, be a key broker for the onboarding process of new employees, bridging them into the organization as well as possible.
• Ensure compliance with HR laws and internal policies. Positively and successfully engage with the Employee Union, creating the best possible work environment.
• Supervise the administration of employee benefits, including 401K plan, health and dental benefits and commuter benefits.
• Monitor and coordinate any volunteer and intern functions to ensure compliance and alignment and risk management. 

This is a full-time exempt position with access to sensitive information.

QUALIFICATIONS

• Bachelor's degree required, preferably with some coursework in business or nonprofit management or demonstrated comparable training.
• 5 years in positions of increasing responsibility relative to nonprofit finance and administration.
• Excellent communication skills.
• Demonstrated success in helping organizations grow, building appropriate systems and processes.
• Excellent computer skills, especially working with spreadsheets. Prior experience with accounting software is required. Experience with QuickBooks is preferred.
• Commitment to social and racial justice and capacity to reflect such values throughout the organization.
• Experience with employee union relationships.

Essential Job Requirements

• Within appropriate pandemic and health guidelines, this position may need to be safely available and on site as needed. 
• Needs to be able to move about inside the office to access file cabinets, office machinery, etc.
• Needs to be able to operate a computer for most of the working hours.
• Needs to be able to operate office productivity machinery, such as a calculator, copy machine, and printer.
• This position needs to be able to use a telephone and communicate with staff, vendors and other members of the public.

REPORTING RELATIONSHIPS

This position will be supervised by the Executive Director and Deputy Director, by the Board for presentations and questions -- with the primary interface being with the Deputy Director. This position will supervise the Finance Manager, HR/Operations Manager, and the RO Facilities Manager and will work with the Director of Development to supervise the Database Manager.

SALARY AND BENEFITS

Salary range: $95,000 - $105,000 depending upon experience
