El Centro de la Raza is a voice and a hub for Seattle and Martin Luther King, Jr. County’s Latino community as we advocate on behalf of our people and work to achieve social justice. Through our comprehensive programs and services, we empower members of the Latino community as fully participating members of society. We also work to raise awareness with the public, and government, business and civic leaders about the needs of the Chicano/Latino community in the United States.


POSITION SUMMARY

 

The Operations Administrator works closely with the Executive Director and leadership team focusing internally to strengthen, streamline, and support El Centro de la Raza’s internal administrative day-to-day operations.  This is a new position; other responsibilities will be added as the position evolves based on the day-to-day needs.


ESSENTIAL FUNCTIONS

 

·        Coordinates the annual operations plan and budget in partnership with the Executive Director and leadership team, review all financial plans and budgets, monitors progress and changes.

·        Leads and works collaboratively with directors, managers and supervisors to conduct the performance management process that measures and evaluates progress against goals for operational and programmatic goals. Reviews and assures compliance and reporting with approved budgets and funding requirements.

·        Conducts internal auditing of program contracts for compliance.

·        Oversees human resources administration and tracking to ensure compliance with state licensing and labor requirements.

·        Oversees invoicing for contracts and ensure clarity with directors. Reviews billings, reports and final grant accounting reports prior to submittal on grants and contracts to ensure they are completed accurately and in a timely manner and forwarded to the Executive Director for final review and signature.  

·        Reviews budgets of all proposals prior to Executive Director signature and submittal to funding sources. Tracks all billings to ensure timely completion by directors and/or managers.

·        Works with directors monthly to review financials versus actual budget.

·        Recommends implements and sustains efficient and transparent procedures and processes to ensure timely, effective and accurate accounting and reporting. Assists in the development and implementation of systems and procedures.

·        Works with directors for improved participant service and assists the leadership team in the development and implementation of meeting established objectives.

·        Coordinates the annual strategic planning process.

·        Reviews program desktop procedures for accuracy and implementation

·        Collaborates with the Executive Director and senior leadership in making strategic decisions.

·        Provides oversight of CSBG Organizational Standards and works with the Executive Director on the implementation of identified risk assessment.

·        Completes renewals of organizational accounts and licenses including charitable nonprofit status, business license, PCI compliance, SAMs account.

  • Matrix oversight, maintenance and follow-up.

·        Oversees bidding of contracts such as copier, postal and other contracts.

·        Applies analytical/critical thinking, performance improvement tools, keen insight and judgment in complex, fast-paced situations.

·        Ensures confidentiality of all systems and information.

·        Updates and implements all necessary policies and procedures for review by Executive Director, Leadership Team and Board of Directors. Institutes and adheres to appropriate internal controls.

·        Participates as part of El Centro de la Raza’s leadership team.

·        Performs other duties and responsibilities as assigned.

JOB QUALIFICATIONS  

Essential minimum skills, education, and experience:

 

·        B.A. degree preferred in Accounting, Finance or Business Administration

·        7 to 8 years of leadership experience in finance, and operations or administration

·        5 years supervisory experience.

·        Strong administrative/management background in non-profit management.

·        Experience with organizations committed to serving marginalized communities and familiar with an anti-racism and social justice analysis.

·        Human resources experience, basic understanding of HR law and a willingness to interest to gain more expertise in this area.

·        Proficiency in Spanish/English both orally and in writing.

·        Familiarity with Federal, State, City and foundation grant practices.

·        Experience in building consensus with demonstrated ability to work with executive teams.

·        Demonstrated value for cultural competency and the ability to translate this as a value in decision-making.

·        Demonstrated ability to keep strict confidentiality.

·        Ability to understand overall agency operations and develop systems.

·        Experience in non-profit accounting and understanding of GAAP accounting.

·        Proficiency in MS Office suite, strong in Excel.

 

Additional Preferences and Responsibilities:

 

·        M.A. in Public Administration with appropriate essential minimum skills as outlined above.


WORKING CONDITIONS/ENVIRONMENT

 

Works in a general office environment. Generally works a flexible schedule and may be required to work in excess of 40 hours per week. Requires some local and out-of-town travel. Requires a 6-month evaluation period.
