Description

The Policy and Analysis Manager (“Manager”) will contribute knowledge and expertise, creativity, and analytical capabilities in support across the full range of Alliance federal energy efficiency policy priorities. In support of the broader Policy, Government Affairs, and Communications Team, the Manager will conduct critical qualitative and quantitative analyses to help the Alliance evaluate, develop, refine, and advocate for existing and new proposals to advance energy efficiency. These analyses will involve, depending on circumstances, generating savings and impact estimates; drafting, reviewing, and providing suggestions to improve federal legislation; drafting and reviewing regulatory filings; developing compelling, timely, and data-based arguments that can be effectively communicated to diverse audiences; and ensuring that proposals are consistent with the latest data and research findings.


The Manager will be expected to build and maintain a network of Alliance Associates and other stakeholders in business, government, and the advocacy community to inform analyses, monitor developments across the energy efficiency sector and watch for risks, and identify opportunities for new or enhanced Alliance leadership and engagement. The Manager will be relied upon to be an ambassador of the Alliance who can speak to the organization’s priorities, ask insightful questions, and contribute to the advancement of energy efficiency policy in advocacy and policy circles. The Manager must be comfortable with public speaking on substantive policy matters and interacting with business executives, public affairs professionals, government officials, and representatives from other advocacy organizations. The Manager must be creative and quick-thinking as well as conscientious and detail-oriented. Required knowledge of U.S. government, energy markets, and federal energy efficiency policies and programs (including, but not limited to appliance and equipment standards, building energy codes, ENERGY STAR®, vehicle fuel efficiency standards and the transportation sector, and energy transmission and distribution infrastructure and resilience). The Manager will report to the Vice President of Policy, work closely with the Policy Associate, and collaborate with colleagues at all levels across the Alliance. 


Duties & Responsibilities:

  • Ensure the Alliance has the analyses and information necessary to successfully carry out its its federal energy efficiency policy agenda; 
  • Perform qualitative and quantitative analyses of the impacts of energy efficiency policies, such as estimations of household energy cost savings, job creation, and emissions reductions;
  • Identify, analyze, evaluate, and report on legislation and regulations with the potential to impact energy efficiency;
  • Help develop Alliance positions on federal legislative proposals and rulemakings;
  • Identify relevant opportunities for policy development and advocacy, and work with the Vice President and other staff to incorporate opportunities into the Alliance’s agenda;
  • Lead the preparation of whitepapers, reports, fact sheets, testimony, regulatory comments and similar products in support of Alliance policy efforts – ensuring that the Alliance is using the most compelling data and information available to support our case; 
  • Draft audience-specific messaging and frame Alliance positions for presentations, talking points, and speeches on energy efficiency topics and legislation; 
  • Represent the Alliance in interactions with public affairs professionals, government officials, and representatives from other advocacy organizations;
  • Contribute content regularly to the Alliance website and newsletter (i.e., blog posts, articles, other media pieces, etc.); 
  • Help ensure that all research produced and deployed by the Alliance, including statistics and legislative impact analysis, are rigorous, compelling, and well-documented; 
  • Answer questions and provide analytical support to Alliance Associates.


Job Qualifications:

  • Bachelor’s degree in political science, environmental science, engineering, social science, or another related field of study. 
  • Four to eight years of experience in government, public policy, environmental or energy policy, public affairs, a technical discipline, or a related field. Strong preference for energy-related background.
  • Strong knowledge of and experience with Congress and the federal government. State government and regulatory experience also important. 
  • Strong writing and oral communications abilities. 
  • Adaptability and an ability to work on many projects simultaneously, meet deadlines, and produce high-quality work in a high-pressure environment. 
  • Team player. Excellent interpersonal skills. Sense of humor.
