Overview

School’s Out Washington (SOWA) is an independent 501c3 organization serving the field of afterschool and youth development (AYD) throughout Washington State. School’s Out Washington is dedicated to building community systems to support quality afterschool, youth development and summer programs for Washington’s children and youth ages 5 to young adulthood.


Position Summary

The King County Program Quality Manager works in coordination with the Program Quality Division Director to increase the use of quality assessment and improvement processes and, develop systems and tools to sustain quality improvement in King County. The King County Program Quality Manager serves as the King County Expanded Learning Opportunities (ELO) Hub Lead.

RESPONSIBILITIES

Youth Program Quality Intervention

·       Promote the implementation of the Washington State Quality Standards for Afterschool & Youth Development Programs (Quality Standards) and the Washington State Core Competencies for Child and Youth Development Professionals (Core Competencies);

·       Provide project management and coordination for Program Quality Intervention (PQI) cohorts in the City of Seattle and King County, to include self and external assessments, training, coaching, and learning community meetings;

·       Work in coordination with the Program Quality Division Director, the Coaching Services Manager, and the Data and Evaluation Manager to manage the program quality coaching and external assessment process;

·       Manage the collection, distribution and analysis of assessment data for interventions in King County;

·       Oversee the implementation of all King County PQA Intervention scopes of work;

·       Market and promote the PQI intervention in King County to potential funders;

·       Respond to all PQI intervention inquiries from afterschool and youth serving agencies in King County;

·       Embed mandatory Registry participation in all King County scopes of work and contracts;

  • Maintain annual reliability as an external assessor;
  • Be available to provide PQA external assessments as requested.

Contract and Data Management

  • Manage King County Intervention contract data and fiscal reporting;

·       Prepare monthly and quarterly reports as required by funding sources;

  • Oversee the coordination of logistics and management for King County PQI trainings, registration and procurement of materials and Weikart Center involvement as needed;

·       Oversee collection, management, and distribution of PQA data;

  • Represent SOWA at all required King County Quality Intervention project related meetings;
  • Work with the Program Quality Division Director to develop new scopes of work for King County.


Budget Development and Management

·       Monitor and manage project deliverables, timelines, revenue and expenses;

·       Communicate with cohorts, funders, and coworkers as needed;

·       Forecast, manage and monitor King County Quality Initiatives budgets to ensure timely invoicing and accounts receivable collection. 


Communications

  • Promote SOWA activities and resources through community presentations as necessary. In addition, promote the larger message of the benefits of quality afterschool and youth development programs to the general public and with key community partners;
  • Work with SOWA’s communications team to develop communication tools to inform and educate ELO providers, state agency leaders, policy makers and community partners on quality improvement efforts. Tools may include e-newsletter articles, fact sheets, website postings and project brochures;
  • Write and/or solicit articles for SOWA e-newsletter and other newsletters or publications;

·       Use technology—webinars, social networking, online groups—for sharing best practices among networks and building momentum for quality improvement advocacy and expansion efforts.


Personnel Management

  • Provide direct supervision to the Housing Education Project Manager and content support to the BSK Program Quality Coordinator;
  • Perform recruiting, hiring and on-going staffing duties as necessary to meet contract requirements and deliverables;

·       Coach and mentor direct reports to provide culturally responsive conflict resolution and problem solving strategies;

·       Assure that volunteers/interns are treated with respect and dignity regardless of race, ethnic background, gender or socioeconomic background. Incorporate volunteers, where applicable, into program operations.


Partnership Building

  • Represent SOWA at meetings, conferences and other community events and provide support as needed;
  • Build and maintain relationships with funders/ system partners and seek to establish relationships with potential new partners as needed.

Other Responsibilities

·       Address racism, sexism, heterosexism and other discriminatory practices;

·       Work toward racial equity through undoing institutional and structural racism;

·       Participate in related project meetings and weekly staff meetings;

·       Serve as an ambassador for the organization at all times both formally and informally;

·       Support ongoing organizational cultural competency;

·       Answer telephone, respond to requests for information and resources and make referrals to outside resources;

·       Perform other duties as assigned.



QUALIFICATIONS

  • Bachelor’s Degree or equivalent experience in education, child and youth development, human development, social work, social service, public administration, counseling, recreation, or related field;
  • Minimum of three years’ experience in program/project management or delivery of training services to adult learners;
  • Experience and or knowledge of School- age / Youth Program Quality Assessment tool or process preferred;
  • Experience in marketing, public speaking, collaborative program planning, event planning, project and contract management;
  • Understand the use of technology to support communication in different geographic locations;
  • Content knowledge of afterschool programming, youth development, culturally relevant services, school districts, educational organizations and family support;
  •  Commitment to working with diverse individuals, groups, communities and organizations;
  • Experience with program evaluation systems or models;
  • Experience producing project related materials;
  • Experience supervising staff;
  • Excellent communication skills, both oral and written;·
  • Ability to prioritize and complete multiple tasks;
  • Ability to adjust course of direction based on evaluation data or emerging project themes;
  • Ability to work independently and as part of a collaborative team;
  • Ability to work collaboratively with a variety of agencies and organizations;
  • Strong computer literacy skills, particularly in Microsoft Word, Excel and Salesforce;
  • Must be able to independently travel between work-related appointments;
  • Ability to travel and work occasional evenings and weekends.
