The Organization:

 

The Center for Responsible Lending (CRL) is a nonprofit, nonpartisan research and policy organization that promotes responsible lending practices and access to fair terms of credit for low-wealth families. CRL was created in 2002 to protect homeownership and family wealth by working to eliminate predatory lending and other abusive financial practices. Our work has helped lead to major changes in lending practices, saving families over $2 billion annually. CRL has over 40 employees and offices in Durham, NC; Oakland, CA; and in Washington, DC.

 

CRL is an affiliate of Self-Help, a community development lender founded in 1980 that has provided over $7 billion dollars in financing to help 146,000 low-wealth borrowers buy homes, build businesses and strengthen community resources.

 

Position Description:


The Policy and Outreach Associate works to support and advance strategies for legislative and regulatory reform in North Carolina. This position’s responsibilities include taking a lead role in maintaining, strengthening and engaging coalition partners throughout North Carolina to mobilize action and support of CRL initiatives through the North Carolina Coalition for Responsible Lending. In addition, the Policy and Outreach Associate will manage the delivery of programs and events designed to advance CRL’s mission through coalition building and will work to develop new relationships with ally partners. It also includes engaging these partners in action to increase and defend consumer protections against predatory lending at the state and federal levels.

 

Essential Responsibilities:

 

  • Expand and strengthen existing coalitions to support consumer protection policies at the state level, with a particular focus on building relationships in North Carolina.
  • Gain ally support for CRL positions and mobilize coalition for actions related to state and federal policy efforts, such as sign-on letters, testimony support, preparation for press calls, and mobilization in key legislative districts.
  • Develop strategies to keep coalition ally partners informed developments during the legislative session, such as through writing one-pagers, brown bag briefings, coalition calls, and webinars.
  • Support coalition allies in a variety of ways including providing technical assistance to ally partners in understanding policy developments and impacts of policy changes on their constituencies.
  • Document abusive lending practices among affected individuals and constituencies and work with effected communities to effectively share their stories with media and policy makers.
  • Actively participate and represent CRL at coalition meetings with partners, particularly for key strategy and policy discussions. 
  • Viewed by allies as a trusted partner and by internal and other external partners as a subject matter expected on predatory lending issues.
  • Build and maintain strong key contacts with partner organizations for the purpose of impacting public policy officials on behalf of CRL’s advocacy goals and objectives.
  • Develop and deliver engaging and clear presentations, representing CRL at ally and community meetings, workshops, booth and conferences to educate coalition partners and community members on strategies to eliminate abusive financial services.
  • Produce and issue well written educational documents, handouts, comment letters and presentations that interpret complex financial and priority issues.
  • Monitor legislative and policy developments and determine the possible effect on consumers, particularly people of color and low-income people. 
  • Participate in the development of strategies to advance legislative and regulatory agendas.
  • Monitor, compile and track the positions of allies and opponents through research and community engagement. 
  • Monitor, track, and help report metrics for grant reporting.
  • Perform other duties as may be deemed necessary.

 

Minimum Qualifications:

 

  • Bachelor’s degree from an accredited college or university or equivalent related experience. 
  • 2 to 3 years’ experience working on political or issue based campaigns or grassroots organizing.
  • Demonstrated ability to build and maintain trusted relationships with legislative staff, regulators and diverse constituencies; adept at cultivating collaboration with partners. 
  • Ability to exercise discretion with internal/external partners. 
  • Ability to effectively present information both orally and in writing and to appropriately and skillfully respond to questions from groups and/or individuals.
  • Ability to multi-task and work in a faced pace environment while maintaining strong attention to detail and ability to effectively plan, organize and prioritize work. · 
  • Ability to learn quickly and word independently as well as part of a team and with a diverse group of people and settings.
  • Proficient with Word, Excel, PowerPoint and Social Media.   
  • The position requires 25% of time to be spent on in-state and out-of-state travel.

 

Desired Qualifications:

 

  • Experience in advocacy, coalition building, civil rights, housing/mortgage lending, predatory lending, consumer issue preferred.
  • English/Spanish fluency preferred. 

 

 

Physical Requirements:

 

Frequently requires use of manual dexterity and repetitive motions, primarily with the wrists, hands, and/or fingers. Must be able to occasionally lift and exert force of up to 10 pounds.
