Led by an outstanding, dynamic Executive Director/CEO, Exodus Transitional Community (ETC) is poised to grow and is looking for a Contracts Analyst for its next phase of growth.

ETC is a thriving and growing, multi-location justice organization serving over 5,000 people every year. Though grounded in re-entry programs, ETC offers a broad spectrum of services for adults and youth affected by the justice system and are proud to lead the policy and advocacy efforts that promote positive change in our communities.

Exodus is a Faith-Based Reentry program that speaks to the direct needs of its population who have been justice involved. ETC gives these marginalized individuals “voice”. In its 21 years of existence, ETC has serviced more than 25,000 people both inside of prison and upon their re-entry. As “Wounded Healers” we realize it is through our own wounds that we are able to heal others.

As we approach 2021 and beyond, the needs for our services has never been greater. More importantly, we expect to grow at an unprecedented rate in the year(s) ahead. ETC is looking for a dynamic, engaging, committed Contract Analyst/fiscal person to join a team that oversees a budget that is currently nearly $6M and growing, with over 80 employees. Reporting directly to a dynamic VP of HR, he/she will work diligently to provide support in all Contract and budget functions.

Position Summary:

This position will work closely with the Executive Director and CFO with an outsourced accounting team. The Contract Analyst Director for ETC will be responsible for creating budgets and overseeing contracts to ensure that ETC is compliant with all contract terms, including that all spending is appropriate and consistent with contract terms. Will work closely with CFO to carefully and diligently monitor contract performance and identify emerging trends that may require action planning to course correct. In addition, they will work closely with a broad section of staff and consultants. The CAD will play a very important role in the Fiscal Department to ensure that contract invoice reimbursements are timely and accurately prepared and submitted monthly, that there is follow-up to ensure payments are received timely, and that contracts are optimized to spend down completely. This person will report directly to the Executive Director.

Responsibilities:

  • Oversee all accounts, ledgers, and reporting systems ensuring compliance with appropriate GAAP standards and regulatory requirements.
  • Maintain internal control and safeguards for receipt of revenue, costs, and program budgets and actual expenditures.
  • Create systems for capturing revenue and expenses, as well as reporting
  • Monitor contract budgets to ensure that reimbursements are submitted timely, and that spending is allowable and consistent with contract terms.
  • Maintain contract tracking schedule for all contracts and distribute regularly
  • Create and maintain summary template for each contract that provides key and pertinent data about each contract.
  • Maintain detailed, organized file histories for each contract.
  • Communicate with contract managers with ensure payment, vouchering and budget expectations are being met
  • Support Program staff to properly manage contract spending and documentation
  • Bring to attention of ED and CFO concerns about over/under spending and provide recommendations on how to best address.
  • Track important deadlines such as budget mod requests, no cost extension requests, etc.
  • Prepare budget modifications and no cost extension documents as required
  • Coordinate meetings with Program managers to discuss status of contracts and action planning.
  • Maintains contract documents and related materials in an orderly and organized manner in a file directory (currently Dropbox)
  • Assist with reporting and ad hoc information required by funders
  • Assist in the monthly/quarterly financial statements preparation
  • Support the organization in preparing for the annual organizational audit
  • Collaborate with HR to review salary allocations to help ensure that proper allocations are charged to each contract
  • Track and communicate when program reports are due
  • Work with funders to troubleshoot and solve issues with reimbursement, claims and disallowances
  • Establish relationships with funders (namely fiscal counterparts)
  • Work with Development team to secure all related contract documents
  • Provide anticipated reimbursement data to ED and CFO to assist in cash flow planning
  • Establishes and maintains close working relationships with outsourced accounting team
  • Follow up with funders to ascertain status of reimbursement
  • Attends all meetings, retreats, committee meetings, and any other mandatory organization-wide meetings
  • Works with ED and CFO to meet all grantor and departmental deadlines
  • Works on other assignments and/or projects as needed/assigned

Minimum Qualifications:

· Bachelors’ degree Finance, Accounting, or Statistics.

· Minimum of 4 years’ experience in contracts, mainly city, state and/or grants management.

· Strong knowledge of Microsoft Office products, specifically Excel, Word, and PowerPoint.

· Strong verbal, written, communication and documenting skills.

· Must be highly organized, detail oriented, and zealous of meeting deadlines.

· Must be a self-starter, quick learner, assertive, and work independently

· Ability to prioritize, multi-task, and work in a fast paced environment.

· Must be able to work some weekends and evenings, if necessary.

· Must be a great team player.

· Affinity for ETC’s mission is essential.
