Hummingbird Background

The Hummingbird Foundation was established in 2014 by the Mathias family to support innovative community action in preventing human trafficking in West Bengal, India. Hummingbird’s aim is to reduce human trafficking by targeting the systemic attitudes and processes that create or exacerbate vulnerability. This aim is embodied in the creation of a Prevention of Trafficking (PoT) Model as a key methodology to evolve and replicate Hummingbird’s work. With dedicated teams in India and the UK, Hummingbird’s approach is to foster robust partnerships with non-governmental organisations, community-based organisations and relevant government bodies.


Prevention of Trafficking Model

Hummingbird and six field-based Partners in West Bengal are co-developing a PoT Model comprising four distinct yet mutually supportive pillars. Through a series of deliberations and workshops, Hummingbird and its Partners identified three programmatic pillars that form the foundation of the Model, which Partners are implementing as of January 2017. Through the initial project cycle, Hummingbird’s Partners are developing programmatic content and training programmes around these three pillars, building evidence of good practice and analysing implementation effectiveness in a rapid manner that promotes adaptability and responsiveness.


PURPOSE

The Country Head will be responsible for providing strategic and operational leadership to the Hummingbird Foundation India team. The CH will oversee all programmatic functions, including but not limited to Finance and Budgets, Monitoring Evaluation and Learning (MEL), Partner Management, on-field Implementation, Communications, Logistics and overall Strategy. They will be part of a young, dynamic and ambitious organisation that thrives on collaboration and debate, and where each team member wears many hats.


The CH will oversee a team of consultants based in Kolkata, India and will liaise with colleagues in the London office. The primary responsibility is to ensure Partners implementing the PoT programme are able to deliver on the outcomes and goals outlined in the organisation's Theory of Change, as well as the vision and mission set by the Hummingbird Board. The CH must have the skills to lead an organisation through its early stages, as well as the vision to execute a long-term strategy.


ROLES and RESPONSIBILITIES

Organisational Leadership

  • Providing effective leadership on the Hummingbird Foundation programme in West Bengal, India
  • Working closely with the Executive Chair to develop a long-term strategy that guides the Hummingbird's  goal of creating and replicating a PoT Model
  • Developing and/or overseeing financial, operational, MEL and internal monitoring systems and plans that will effectively realise Hummingbird's long-term strategy and goals
  • Representing Hummingbird at various platforms, including engagements with Partners, communities, stakeholders, government and external actors
  • Recommending organisational and programmatic direction, based on evidence of programme implementation
  • Ensuring that Hummingbird complies with all relevant Indian regulations and legislation

Programme Leadership

  • Overseeing the development, testing and implementation of the Hummingbird PoT Model by periodically reviewing agreed upon milestones, activities, outputs and outcomes to ensure they respond to the dynamic and shifting ground realities
  • Providing leadership to the Hummingbird team in its facilitation of the Model co-development process
  • Overseeing Partners' implementation of the PoT Model and providing guidance and leadership to adapt to and overcome challenges
  • Leading quarterly reviews of Partners by overseeing the financial monitoring managed by the Finance Consultant and programmatic monitoring managed by the Monitoring and Evaluation Consultant.
  • Representing Hummingbird in high-level advocacy platforms with a variety of stakeholders or government officials
  • Recommending and recruiting external resources to meet programme requirements, when and as needed
  • Developing and implementing a long-term strategy for replicating the PoT Model, including but not limited to:
  • Raising the visibility and credibility of the Hummingbird brand in West Bengal and throughout India
  • Recommending and stewarding Hummingbird's evaluative and evidence building initiatives to ensure they meet international standards of best practice and have the widest reach
  • Leveraging and maintaining relationships with key stakeholders including State Government officials and other non-profit actors in the Anti-Trafficking sector
  • Recommending long-term strategies for external funding partnerships

Staff Management

  • Providing leadership to India-based MEL, Finance and Programme consultants to ensure individual work plan targets are met and in line with Hummingbird's short and long-term strategic goals
  • Ensuring that the India team’s work plans (individual and collective) and strategies meet programmatic requirements, provide adequate support to implementing Partners, and respond to ground realities and challenges
  • Developing and monitoring staff management systems, which include periodic performance reviews and personal and professional development plans
  • Developing and maintaining an internal communications system that ensures consistent and proactive communication between the Kolkata and London offices


Partner Management

  • Acting as the main point of contact with implementing Partners, and liaising with Hummingbird India team, and/or external consultants to achieve effective partner relations
  • Providing leadership and guidance that ensures Partners effectively implement individual activity plans
  • Maintaining regular contact with Partners to discuss programme developments and challenges, and to assess performance
  • Strengthening Partners Coalition-based activities


Engagement with Hummingbird Board

  • Proactively communicating with and preparing reports for the Executive Chair addressing all aspects of programme development and implementation; strategy; internal management and performance; Hummingbird brand-building and external communications
  • Ensuring Hummingbird Board's vision is responsibly and actively represented by Hummingbird India team
