Salary range for this position is $100-130,000; salary depends on relevant experience and new staff rarely start at the top of the range.

MISSION OF NATIONAL SKILLS COALITION

 National Skills Coalition is a broad-based coalition working toward a vision of an America that grows its economy by investing in its people so that every worker and every industry has the skills to compete and prosper. We engage in organizing, policy analysis, technical assistance, communications and advocacy to advance state and federal policies informed by the on-the-ground expertise of our diverse “network of networks” of members and allies.

 POSITION SUMMARY

 Business Leaders United for Workforce Partnerships (BLU) is comprised of employers from a range of industries across the nation who are working with local partners to train and hire community residents for skilled jobs, and who want our country’s policymakers to follow suit and invest - aggressively and effectively - in the skills of America’s workers. Reporting to the Chief Strategy Officer, the BLU Director will lead the growth and mobilization of the BLU network and its state affiliates. The BLU Director will be responsible for planning and overseeing strategies for engaging the BLU network to inform and advocate for NSC’s policy agenda at the federal and state levels. The BLU Director will also be responsible for raising and managing resources to support BLU and supervising staff.

 We are looking for someone with:

  • Knowledge of skills training policy issues
  • Prior experience working with small and medium-sized businesses in a public policy environment
  • Prior experience leading a strategic initiative or major project that involved external stakeholders
  • Demonstrated interest in membership organizing and engagement with a specific emphasis on racial equity and inclusion
  • A strong interest in supervising people and fostering an enriching, inclusive and productive work environment
  • Desire to be part of a proactive team that highly values collaboration
  • 8-10+ years of relevant experience

  DUTIES AND RESPONSIBILITIES

 Management

 Planning

  • Strategy: Lead development of strategies for growth and engagement of BLU network
  • Implementation: Develop processes and procedures for translating strategies into plans of action

 Financial

  • Fundraising:  In coordination with members of leadership team, raise resources necessary to support BLU.
  • Management:  Manage the expenditure of and reporting on grants in collaboration with members of leadership team

 People

  • Leadership: Effectively develop leadership opportunities for members of the BLU network and ensure they are informing policy and the network’s strategies.
  • Staff: Recruit and supervise staff and interns, as resources allow. Create an enriching and productive work environment that maximizes staff talents and efforts.
  • Consultants: Identify and manage consultants as needed.

Programmatic

 Outreach & Communications

  • Policy Communications: Work with communications and BLU staff to effectively communicate NSC’s policy positions and engagement opportunities to the BLU network.
  • Stakeholders: Oversee growth in number of businesses and state affiliates participating in the BLU network. In partnership with NSC staff, guide outreach to national business organizations to support BLU’s growth.
  • Marketing: Develop and implement strategies that build BLU’s external profile through events, online and social media and other strategies

 Policy

  • Policy Development: Support NSC staff in engaging BLU members to inform NSC’s policy agenda. In collaboration with Managing Director, State Strategies, oversee staff engagement of BLU affiliates to support the development of state-specific policy proposals that advance NSC’s agenda.

  Advocacy

  • Networks: In collaboration with Government Affairs and Communications, continuously improve BLU members’ engagement of federal policymakers. In collaboration with State Strategies, continuously improve BLU affiliates’ engagement with SkillSPAN coalitions and state policymakers.
  • Technical Assistance: Develop and manage process for assessing the BLU affiliates’ needs for technical assistance and peer learning; coordinate and work with NSC staff to provide technical assistance as necessary.
