Human Resources Consultant - Request for Proposals (Pennsylvania)

Overview

Project Objective: PennFuture invites proposals from qualified individuals or firms to facilitate our effort to develop and implement fully integrated institutional Human Resources (HR) best practices, including:

  • Assessment: Assess and survey current internal organizational policies, practices, procedures, and culture.
  • Goal Setting & Implementation: Help executive leadership and key senior staff establish clear HR goals as well as accountability structures towards implementing the goals.
  • Equity Support: Support the development and implementation of HR best practices to further internal DEIJ values and goals.
  • Integration: Establish guidance and recommendations to fully integrate HR best practices into our operations and organizational culture.

Timeline and Term: PennFuture intends to award a contract as a result of this RFP by September 27, 2021. The contract’s terms will extend through January 30, 2022, with a possible option for additional work beyond the term of the initial contract.

Budget: The budget for all tasks shall not exceed $15,000.

Background

Citizens for Pennsylvania’s Future (PennFuture) was created in 1998 as a statewide environmental advocacy organization. Our mission is to lead the transition to a clean energy economy in Pennsylvania and beyond; protect our air, water, and land; and empower citizens to build sustainable communities for future generations. Since our founding, we have achieved significant legal and policy victories that reduce pollution and protect the environment. With offices in Harrisburg, Pittsburgh, Philadelphia, Mt. Pocono, and Erie, our team litigates cases in local, state, and federal courts and before administrative tribunals; advances legislative and regulatory action on a state and federal level; provides public education; assists citizens in public advocacy; and encourages Pennsylvanians to engage in the democratic process. 

In 2019, PennFuture began to articulate new goals for staff diversity and equity. And in 2020, the Board’s HR Committee identified organizational issues in need of general assessment. These respective processes of internal review and reflection have made clear that the organization would benefit from an independent assessment of its internal HR policies and procedures.

Scope of Work

PennFuture seeks the support of an HR consultant to:

  • Develop, distribute, and analyze a survey of staff morale and organizational leadership and provide recommendations for organizational improvements as needed.
  • Assess our hiring, recruiting, and retention practices (especially around diversity) and to provide recommendations for implementing organization-wide systems.
  • Recommend professional development/coaching/support for executive leadership (President/CEO, Executive Vice-President/COS).  
  • Assess supervision practices, training, and other support for managerial staff and provide adjustments and/or best practices for supervisory training.
  • Audit the current HR structure and provide recommendations for implementing best HR practices and procedures for an organization of our size. This should also include the Board HR Committee roles and responsibilities.
  • Review and provide recommendations for updating the Employee Handbook and provide guidance to ensure ongoing staff familiarity with HR policies and procedures. 
  • Assess the existing criteria and processes for internal advancement and recommend organization-wide systems with an eye toward equity.
  • Audit the performance evaluation system and how it does or doesn’t connect to professional advancement and salary increases.
  • Provide a list of best practices/recommendations for informal and formal staff feedback.
  • Design HR tools and best practices for executive, managerial, and administrative staff.

Selection Criteria 

PennFuture’s executive and senior leadership will evaluate applications, then schedule interviews via Zoom for top candidates before finalizing a decision. We reserve the right to reject all proposals.

Proposals will be evaluated based on the following criteria: 

  • Demonstrated history of success in implementing organizational change for other clients.
  • An understanding of the nonprofit organizational structure, including volunteer boards of directors, and how to best navigate inherent hierarchies and power structures. 
  • Proven ability to develop internal best practices for non-profit organizations. 
  • Ability to identify and overcome organizational obstacles to HR growth and change.
  • Preferred but not required: Previous experience with environmental organizations and/or an understanding of the environmental movement.

  • A general description of the plan for accomplishing the scope of work outlined above (not to exceed five pages), including a description and/or samples of the tools or methods you use to assess an organization’s status and competencies around HR activities.
  • Professional resumes of all individuals participating in this project.
  • A work plan and timetable.
  • A budget and outlined fee structure associated with the scope of work, including hourly rate(s).
  • Descriptions of three (3) representative projects demonstrating your or your team’s ability to successfully complete projects of a similar scope and nature. Include references for each project including the names and contract information for persons directly familiar with your team’s work.
