We have documented rapid health improvements across the populations we serve: a 2018 study found that communities we serve in Mali, which previously saw some of the world’s highest child mortality rates, sustained child mortality rates lower than any country in sub-Saharan Africa for five years, and ultimately reached a rate on par with that of the United States. Patient access to care increased tenfold. Muso now serves the governments of Mali and Cote d’Ivoire in their efforts to translate the results of this research into national policy and practice.

We provide proactive health care to 350,000 patients in peri-urban and rural Mali, and embed rigorous academic research and strategic advocacy to identify and share strategies that can accelerate global efforts for child survival, maternal health, and universal health care. About the position:

The Monitoring & Evaluation Coordinator will assist the M&E Manager in designing M&E systems and plans for continuous learning and accountability. S/he will be responsible for implementing and iteratively improving those systems and plans in the field, at community and health facility levels. S/he will accompany Muso programs and government scale-up teams in measuring intervention inputs and activities and their direct effects on health worker and health system performance.

Responsibilities:

  • Lead the implementation of operational plans for monitoring, evaluation and continuous learning to help strengthen health system performance.
  • Carry out regular monitoring visits in the field and monitor the rate of implementation of activities in accordance with the annual work plan agreed with the various stakeholders and provide appropriate solutions to problems in order to ensure successful implementation.
  • Owns or assists in the collaborative process of identifying strategic, measurable indicators and metrics to set programmatic goals, monitor activities, and measure implementation fidelity at the community and health facility levels.
  • Accompanies, supports, and elicits strategic input from key project stakeholders, including frontline health workers and other actors involved in healthcare delivery in data collection, data quality assurance, data utilization, and data ownership.
  • Conducts regular training needs assessments and performs and/or supports capacity building activities among internal and external stakeholders in M&E to facilitate uptake of data systems/tools and data-driven decisionmaking.
  • Leverages Muso’s routine data sources for programmatic learning and innovation by conducting data extractions, data cleaning and data management, and data analysis.
  • Develops logic models, evaluation frameworks, and writes evaluation plans and protocols to answer key, strategic questions related to intervention/program outputs on health service provision.
  • Designs and supervises de novo data collection strategies and tools, both quantitative and qualitative, as needed to complement existing data sources and ensures integration with Muso’s existing data systems.
  • Assist other departments in the development of tools for monitoring field activities and assist the field teams in monitoring
  • Conducts project data quality audits when needed e.g. data incompleteness or data quality issues are observed.
  • Reviews trends and analyzes program effectiveness and outcomes over time through written reports and presentations. Presents findings and prepares recommendations to M&E Manager.
  • Communicates and disseminates M&E findings to practitioners and policymakers, internally and externally at local, district, regional and national levels.
  • Supports direct reports through mentorship, supervision, feedback, and identifying and advocating for professional development opportunities.
  • Assists the creation and monitoring of annual plans and budgets for M&E portfolio of the department aligned with long-term strategic goals.

You need to have:

  • Clinical or healthcare delivery background, followed by either Master’s in social science or public health-related measurement/evaluation or 2+ years professional work experience in a similar role.
  • Experience developing clinically-relevant indicators and metrics and evaluation frameworks for monitoring and evaluating health programs e.g., quality of care.
  • Experience in using routine, clinical health data for learning and innovation.
  • Experience in elaborating evaluation plans or protocols (conception), as well as reports.
  • Experience developing data collection tools, overseeing data collection, and data quality initiatives.
  • Experience in performing data extractions and with using relational databases (e.g. PostgreSQL, Google BigQuery).
  • Expertise in basic data cleaning, data management and statistical analysis using one or more statistical software packages (Stata preferred or willingness to learn Stata).
  • Excellent organizational and project management skills, ability to handle multiple projects independently without letting balls drop.
  • Excellent written and verbal communication in French, and listening skills.
  • Demonstrated commitment to healthcare as a human right and social justice.

You will impress us if you have:

  • Experience collaborating with, and training in data use and M&E skills, frontline health workers or other health practitioners.
  • Experience as a manager with knowledge and practice in approaches to supportive supervision.
  • Expertise in DHIS2 data system.
  • English language proficiency.
