We are seeking a certified public accountant, on a full-time basis, who has significant not-for-profit experience to work with the accounting and bookkeeping personnel.

The Comptroller will report directly to the Chief Executive Officer (CEO) and will manage the day-to-day accounting operations, as well as, to monitor the integrity of the accounting systems in order to ensure that the funding and assets are properly utilized, safeguarded and accounted for.

RESPONSIBILITIES:

1.   Plan, develop, organize, implement, direct and evaluate the organization's fiscal function and performance.

2.   Develop credibility for the Accounting Department by providing timely and accurate analysis of budgets, financial reports and financial trends in order to assist the CEO, the Board and other senior management in performing their responsibilities.

3.   Enhance and/or develop, implement and enforce policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the organization.

4.   Continue to improve the budgeting process through education of department personnel relating to financial issues impacting program budgets.

5.   Strengthen banking relationships and initiate appropriate strategies to enhance cash position.

6.   Develop and maintain a reliable cash flow projection process and reporting mechanism that includes minimum cash thresholds to meet operating needs.

7.   Establish financial operational strategies to ensure all deadlines are met.

8.   Provide annual budgeting and cash flow projections for each program, monitor cash balances and cash forecasts and provide annual vs. budget analysis and cash flow reports for each program.

9.   Keep current with changes made by funders and programs.

10.Supervise and plan for annual audit by outside accountants and audits by funders and other government agencies.

11.Manage the day to day operations of the Accounting Department and monthly and annual closing process.

12.Ensure an environment of appropriate internal controls and fiscal integrity that supports the effective and efficient operation of the organization’s programs and administrative functions, in accordance with all applicable legal, regulatory, funder and best-practice standards and requirements.

13.Support the maintenance of the electronic accounting system, recordkeeping and maintaining of document retention.

14. Review payroll reports and ensure payroll reports are reconciled to the general ledger.

QUALIFICATION REQUIREMENTS:

Bachelor’s Degree in Accounting and CPA.

Master's degree preferred

At least six (6) years accounting experience, with a majority in not-for-profit environment with a proven record of advanced accounting skills. Experience with online reporting of financial information to government agencies, including annual budgets, budget modifications, monthly invoices and yearly reports.

Ability to manage accounting operation and direct the work of others.

Ability to write comprehensive reports and communicate effectively with all levels of government, accreditation bodies, banking officials, vendors, funders, donors, senior management and the Board of Directors.

Excellent technology skills, including advanced proficiency with Microsoft Office, particularly Excel, and strong working knowledge of accounting software, preferably Fund EZ and QuickBooks.

Thorough knowledge of current accounting and financial reporting methods and procedures with expertise and experience covering Financial Accounting Standards Board (FASB) and Government Accounting Standards Board (GASB) rules and standards. In depth experience in accounting for government grants and knowledge of their unique reporting requirements. Experience with federal OMB circular Uniform Guidance (single audits) and knowledge of rules establishing reimbursement rates.

Other Requirements

You must be authorized to work in the United States and be willing to undergo and pass a number of clearances, including NYC DOE fingerprinting, medical health forms and other background checks.
