PAYS $48,000 - $55,00 PER YEAR

JOB DESCRIPTION:

The Contract Billing Specialist (CBS) works with the Contract Billing & Reporting Manager (CBRM) and the Director of Contract Accounting and Compliance (DCAC) to complete and submit monthly contract billings. The CBS must be deadline driven and thorough in completing work responsibilities. The CBS assists the CBRM and DCAC to produce all related contract budgets, reports and forms to comply with contractual compliance terms as well as performing the accounting for medical billings. The CBS is organized, a fast learner, enjoys a rapid pace working environment, motivated to improve how his/her work responsibilities are performed, reliable and a good communicator. The CBS will be called upon at times to take on new projects and responsibilities as time and schedule availability permits.

REQUIREMENTS:

EDUCATION/TRAINING:

  • Bachelor’s Degree

KNOWLEDGE/EXPERIENCE:      

  • Minimum of one (1) year general ledger accounting or equivalent experience
  • Experience with general ledger accounting software
  • Experienced user of MS Office products, in particular MS Excel

PHYSICAL ABILITIES/SKILLS:

  • Ability to physically access many different offices and programs.

  • Ability to communicate in person, by telephone or by computer

PREFERRED:

  • Bachelor’s Degree in Accounting or Finance
  • Experience creating financial statements and work papers
  • Experience with the not-for-profit social services industry
  • Experience with Abila MIP general ledger accounting software
  • Experience with Affordable Housing property accounting and compliance

ESSENTIAL FUNCTIONS INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

  • Perform accounting and billing for monthly government contracts
  • Manage the Inn’s subcontracts, including budgeting and billings with particular attention to the strategic Rapid Rehousing programs
  • Perform ongoing monitoring and maintenance of government contracts, including:
  • Support and communicate with Senior and Program Directors on contract issues
  • Process mid-year contract line items pending amendments
  • Confirm billings are maximized in an effort to ensure contracts are properly spent down by end of contract year if possible
  • Complete required forms and budgets to renew contracts
  • Complete annual compliance filings including Annual Progress Reports (APRs) and Site Visits
  • Prepare periodic reports on contract performance status for DCAC, Controller, CFO, Chief Operating Officer, Senior Directors, and Program Directors
  • Assist with annual housing related compliance activities (DHCD, City of Boston, CEDAC, etc…)
  • Take primary ownership of maintaining Grant Tracker with assistance from CBRM, and DCAC.
  • Learn how to run reports out of MIP Accounting system to assist in reporting for Rapid Rehousing programs.
  • Partner with CBRM and DCAC to prepare restricted grant budgets, documents, and reports for Advancement as required.
  • Assist in annual organization wide budget preparation.
  • Process monthly accounting for Third Party Medical Billing activity. Manage with medical billing staff a periodic process to review billing issues, including analyzing receivables, common reasons for rejected claims, billing success rate, and approval of claim write-offs with an eye towards improving the efficiency and effectiveness of the process.
  • Support Finance team in preparing Misc. reports, e.g., 3ABC Real estate reports, EFSP grant applications, assist with the finance portion of APRs for contracts, SEFA preparation support.
  • Participate in completing annual contract-related work papers and reports for the Inn’s annual independent financial audit, including Statement of Federal Expenditures and Awards (SEFA) and Uniform Financial Report (UFR).
  • Maintain working knowledge of Paylocity payroll system to create and generate contract billing payroll-related reports.
  • Other duties as needed by the CBRM, DCAC, or other members of the finance department
