Leads the Levin Center's Washington, D.C., office by focusing on: 1) improving the Levin Center's visibility, stature, and relationships within the congressional community in Washington, and other lawmaker centers across the country, good non-governmental organizations, funders, and D.C.-based universities; 2) providing oversight-related training and development opportunities to members of congress and staff; 3) building a Levin Center oversight leadership role by working with the media and offering oversight commentary; 4) fostering increased oversight scholarship; and 5) developing oversight-related courses and experiential learning opportunities for Wayne Law students.
- Advances the Center's efforts to develop oversight as an academic discipline by maintaining and growing the Center's Oversight Scholars List-Serve; creating and coordinating conferences and supporting Wayne Law's annual oversight law review symposia; participating in third party conferences; developing and teaching an oversight-related course and/or certificate program; and supporting the Center's fellows and research award programs.
- Leads the Levin Center's congressional oversight training workshops, including annual clerk sessions, twice yearly boot camps, master classes, and customized office and committee workshops. Works with Center colleagues and partners to create training materials, recruit trainers, and manage training logistics. Also supports state-level oversight training efforts.
- Advances the Levin Center's position as the leading source of information on oversight-related court cases by tracking case law developments for the Center's Emerging Case Law on Congressional Oversight website, involving the Center in relevant litigation, and drafting amicus briefs as needed.
- Supports implementation of the Center's marketing and communications strategy by building relationships with the national media; providing oversight commentary; helping ensure the Levin Center website provides useful and up-to-date oversight information; and by drafting and editing opinions and editorials articles, social media posts, newsletters, and other communications.
- Provides overall leadership and direction to staff. Sets expectations & focus, assigns duties, delegates responsibilities, evaluates activities, prepares performance appraisals & professional development plans. Provides coaching, mentoring and teaching. Manages the administrative process for assigned staff including hiring, promotions, terminations, disciplinary procedures, and salary adjustments. Provides ongoing performance feedback, goal setting, and development plans for staff. Plans for future staffing needs. Provides timely communications to staff.
- Supports the Center's experiential learning programs by developing and maintaining relationships with congressional investigative committee staff, securing placements for the Center's summer interns and winter semester externs, and supporting Wayne Law interns, externs, and other students involved with Center programs. Works with the Advisory Board, Faculty Advisory Committee, funders, and other lawmaker centers and public interest groups, as needed.
Qualifications & Requirements
- Requires a Juris Doctor degree from an accredited college or university.
- Requires seven or more years professional experience conducting legislative and administrative oversight at the federal government level. Also requires experience providing legal and other strategic advice to clients facing legislative, administrative, civil, or criminal investigations.
- Experience or at a minimum strong interest in analyzing, encouraging, and supervising academic research and scholarship in law, political science, public policy, or related fields. Experience with or strong interest in teaching and working with law students.
Knowledge, Skills and Abilities:
- Knowledge of the legislative and oversight process including legislative and administrative investigations at the federal level.
- Familiarity with the congressional oversight community in Washington, D.C.
- Ability to design and implement oversight training materials and workshops.
- Highly skilled in oral and written communication and proficient in the use of traditional media as well as social media to communicate ideas.
- Ability to grasp the breadth and depth of the emerging oversight academic field, identify opportunities for new scholarship and collaboration, and position the Levin Center as an oversight research hub.
- Performs other related duties as assigned.
