Pathways to Housing DC (Pathways DC) is an innovative and nationally recognized nonprofit organization committed to ending homelessness for individuals with serious mental illnesses, co-occurring substance abuse disorders and/or other medical challenges in our Nation's capital. Pathways is one of the originators of “Housing First”, in which services are provided to those in need without conditions and pre-housing requirements such as curfews, mandated sobriety or compliance with medication.

The Pathways to Housing DC MHRS (Mental Health Rehabilitation Services) Clinical Director (Clinical Director) maintains a leading role in developing and implementing quality improvement goals and programs to ensure the delivery of the highest level of services to the populations we serve. The Clinical Director has a primary responsibility to provide direction, supervision, and ensure the clinical competency of Assertive Community Treatment (ACT) Teams and the Community Support team. The Clinical Director oversees all Medicaid billing for Pathways to Housing DC’s Department of Behavioral Health (DBH) licensed ACT teams and Community Support team.


 Provide direct clinical supervision to the ACT Team Leaders and indirect supervision and support to team members as needed.

  • Oversee the after-hours on-call program for MHRS and serve as back up on call to the supervisors at all time.
  • Provide direct clinical supervision to the Community Support staff and oversee the Community Support program.
  • Ensure that program and clinical decisions comply with the philosophy, values, procedures and policies of the agency and the District of Colombia’s Department of Behavioral Health
  • Attend scheduled meetings, e.g., Incident Review, Mortality Reviews, and Management.
  • Represent Pathways DC at site visits, interagency meetings, and conferences.
  • Ensure that ACT teams comply with applicable state, federal and local regulations/standards re: service delivery, documentation, billing, and reporting to DBH and Medicaid;
  • Collaborate with Quality Improvement Director to ensure that staff implements the initiatives set forth by the leadership team.
  • Identify staff training needs and coordinate training opportunities.
  • Provide on site and on-call support and assistance with crisis management
  • Identify needs and participate in program development including research, grant, and proposal writing.
  • Oversee intake and referral for the MHRS programs
  • Perform other related duties as required


  • Master’s of Social work Degree and appropriate licensure approved by DC Department of Behavioral Health; (LICSW required)  
  • Minimum of 5 years working in the field of mental health, including supervising professionals in direct work with persons with mental health disorders and/or substance use disorders.
  • Experience working with Medicaid reimbursable services
  • Knowledge of the Washington, DC community and resources
  • Patience, flexibility, creativity, compassion, and sensitivity to persons living with disabilities.
  • Experience working with an ethnically, culturally, and racially diverse clientele and staff strongly preferred
  • Excellent interpersonal, oral, and written communication skills strongly preferred
