Incumbent serves as Operations Manager for JETS division, responsible for supervising team members and contractors and overseeing various projects.


Project Management

 Effectively manages a portfolio of IT and non-IT workforce training projects and programs, so that services are delivered at a high level and all contractual and programmatic goals are achieved.

 Supervises project teams and contractors, including planning and delegating work assignments, establishing specific work goals and timetables, evaluating performance, providing feedback, motivating staff to improve performance, and providing direction.

 Monitors on-going performance of all contracts, ensures the goals of all projects are met; provides regular performance updates to internal teams and stakeholders

 Administers and monitors contracts and grants, including ensuring compliance with granting agency requirements, tracking grant appropriations, verifying use of funds in accordance with prescribed laws and grant agreements.

 Manages project supply inventory, including digital assets like educational courseware, exam vouchers, etc.; purchases items from vendors to maintain proper supply levels

 Provides support to day-to-day student recruitment efforts by expanding a referral network, interviewing and vetting candidates, organizing recruitment efforts and contractor resources, and enrolling students within workforce training programs

 Contributes to curriculum development and lesson planning, and delivers soft skill or occupation-specific training content as needed to virtual or in-person classes.

 Assists with allocating and monitoring team and individual budgets.

 Provides information to and communicates with Fiscal Department regarding granting agency requirements for administration of funded programs, including recordkeeping, reporting, and financial accounting requirements.

Relationship Management

 Develops and maintains effective and collaborative relationships with stakeholders, including new and existing clients, funders, employer partners, vendors, and so on.

 Cultivates an engaged and responsive network of program graduates/alumni with intentional communication efforts, resource sharing, and effective follow up strategies.

 Attends conferences, seminars, workshops, and meetings pertinent to the effective and efficient administration of the organization, including maintaining continual liaison with appropriate stakeholders.

Marketing, Business Development & Grant Writing

 Supports business development efforts through lead generation and prospecting, needs evaluations, demos, contract negotiation, and follow up.

 Participates in marketing and communication campaigns, including website copy, email marketing, social media activities, and so on.

 Conducts research for grant programs applicable to organization services, completes application process, gathers and prepares reliable data for report disclosure to granting agency, and tracks and reports regarding status of grant submissions.

 Compiles and interprets occupational, educational, and economic information to assist in informing the direction of funding requests or product development.

 Contributes as needed to other related activities including product development

Performs related duties as assigned.


 Experience managing projects or programs and/or a bachelor’s degree or higher in a related field preferred.

 Ability to pass a drug screen test and background check.

 Business development, sales and/or marketing experience preferred.

 Experience in the IT industry a plus.

 Knowledge of the public workforce system preferred.

 Experience developing training or educational curriculum preferred.

 Ability to effectively communicate orally and in writing with co-workers, Workforce Board Directors, state and federal officials, elected officials, grant evaluators, service

providers, civic and other group leaders, and members of the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.  Management reporting experience and presentation skills to communicate information effectively across entire organization.

 Ability to compile, analyze and evaluate data, make determinations, and present findings in oral or written form.

 Thorough understanding of the theories, principles, and practices of both public and private sector management, and ability to devise, direct, administer, and evaluate a wide variety of job training programs and strategies.

 Thorough knowledge of and ability to administer state and federal grant programs, including following standardized accounting procedures and compliance regulations.

 Ability to plan and coordinate activities of subordinates, reach rapid and sound decisions, and identify steps necessary to reach objectives and define practical courses of action.

 Must be at least 21 years of age.

 Ability to effectively manage and maintain budgets; meet or exceed performance outcomes; and interpret, comprehend, articulate, and comply with applicable Federal, State and agency laws and regulations.

 Knowledge of principles and methods for curriculum and training design and instruction for individuals and groups.

 Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.

 Working knowledge of standard office procedures, and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.

 Working knowledge of standard English grammar, spelling, and punctuation, and ability to conduct public presentations and prepare detailed written reports as required.

 Ability to direct, coordinate, and evaluate operations of employment and training, interview candidates for job openings, and provide orientation and training.

 Ability to properly operate standard office equipment, including computer, printer, calculator, fax machine, copy machine, and telephone.

 Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

 Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.

 Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.

 Ability to work alone with minimum supervision and work with others in a team environment.

 Ability to work on several tasks at the same time.

 Ability to understand, memorize, retain, and carry out oral and written instructions.

 Ability to plan and present public speaking presentations regarding JobWorks, Inc.

 Ability to compare or observe similarities and differences between data, people, or things.

 Ability to file, post, mail materials, and maintain accurate and organized records.

 Ability to occasionally work extended hours, evenings, weekends, and travel out of town for meetings, training and workshops, sometimes overnight.

 Possession of valid driver’s license and demonstrated safe driving record.


Incumbent performs a broad range of duties involving complex and complicated considerations and problems. Incumbent operates within very general guidelines and rules which require adaptation to address specific cases and circumstances.


Majority of incumbent’s duties are assigned in terms of general objectives and results, with potential problems anticipated and addressed in terms of departmental policies. Incumbent’s performance contributes to departmental programs and operations by making decisions based on the objectives and policies of the department. Work is reviewed for overall impact on departmental policies and practices.


Incumbent maintains frequent contact with co-workers, other JobWorks departments, various community organizations, social service agencies, educational institutions, various employers, clients, and the public, for purposes of exchanging/information, explaining/interpreting policies, and providing instruction to others.

Incumbent reports directly to Interim Director of JETS Division.


Incumbent performs duties in a standard office environment, involving sitting and walking at will, sitting/standing/walking for long periods, keyboarding, close and far vision, hearing sounds/communication, and speaking clearly. Incumbent occasionally works extended hours, evenings, weekends, and travels out of town for meetings and workshops.
