Job description:

The primary responsibility of the Executive Director of Early Childhood and School-Age Programs is to develop, maintain and manage all aspects of Think Together’s child care licensed, fee-for-service programs and non-licensed early learning programs. This position ensures a safe, clean, organized, nurturing and positive environment; and is managed in accordance with Think Together policies and procedures, including safe work practices. The Executive Director of Early Childhood and School-Age Programs is responsible for the health and quality of all early learning and licensed programs, adhering to and interfacing with the Department of Social Services Community and Child Care Licensing regulations and any other necessary agency standards and requirements per Title 22, Division 12. This position requires an individual who serves as a successful business partner maintaining and growing the development and profitability of child care licensed and fee-for-service programs as well as forecasting and communicating licensing requirements. As a community partner, this position serves a key role in cultivating and retaining stakeholder relationships and satisfaction.

As the Executive Director of Early Childhood and School-Age Programs, the incumbent will supervise all licensed site staff, providing professional development, hiring guidance, direct employee management, ensure all site-related matters are handled with quality and respect and build a positive culture where staff feel valued. The Executive Director supervises the management of fee-for-programs including oversight of the collection of fees in-line with program payment schedules and management of data-based student information and program payment system.


  • Oversees all aspects of the Think Together child care licensed, fee-for-service programs, non-licensed early learning programs including program design, curriculum, program quality, and oversight of school-year, summer, break and all related programs.
  • Ensure compliance with the California Department of Social Services, Child and Community Care Licensing Division including Title 22 and all federal and state requirements. 
  • Lead and develop strategic planning efforts of license program expansion.
  • Lead and facilitate the development of new or renewed child care licensing applications.
  • Supervise, train and develop subordinates in line with the objectives, policies and procedures of the organization.
  • Manage hiring efforts for all licensed programs and partner with Human Resources in developing a qualified pipeline of staff available for hire with local colleges.
  • Lead licensed staff interviews, when possible, and provide guidance and recommendations on staff hiring and evaluations.
  • Supervises and schedules all staff to maintain appropriate staff-child ratios during program hours.
  • Visit sites to ensure high quality program implementation.
  • Set clear program and performance expectations, monitor objectives and the end result and hold staff accountable for strengthening both program and performance.
  • Ensure that program design, curriculum and support is of excellent quality and in alignment with the needs of the field.
  • Plan, manage and report on department budget, reporting anticipated variances and managing expenditures. 
  • Control personnel budgets by ensuring that direct reports are managing program schedules and staff time accordingly.
  • Oversee program fee collections and provide necessary financial reports on payment status according to established schedule correlating with attendance records in support of invoicing.
  • Work with internal IT and accounting regarding program fees and payments (payment schedules, tracking, budgeting, late/returned fees, etc.).
  • Give direction on purchasing of supplies including programming supplies, daily snack, and administrative needs.
  • Nurture and build strong relationships with staff and partners to develop good communication for accountability and long-term commitment and retention.
  • Oversee student and staff records including facilitating licensing reports and requirements.
  • Manage and approve external vendors partnerships involved with licensed programs.
  • Achieve and maintain positive relationships and work cooperatively and collaboratively with DSS regional offices, partnering school districts, school administration, staff, public officials, private sector officials, parents, and key community stakeholders and leaders.
  • Identify strategic partnerships in the community focusing on Think Together’s strategic initiatives.
  • Attend regular governance meetings with key partners.
  • Ensure all contractual obligations to school districts, key partners and other funders are met and communicated accordingly.
  • Interact and engage with established and potential funders.
  • Partners with all internal Department Leads to ensure efficiency and consistency of practices in the department.

  • Oversee implementation of safety plans at sites.
  • Implements human resource policies, procedures, and requirements.
  • Implement other plans or management requirements as needed.
  • Oversee, direct and review all direct reports and collaborate on management of    shared reports.
  • Participate in community collaborations and events to further the mission of Think Together.
  • Maintain highest degree of confidentiality in student, staff and management matters.
  • Proactively identify and pursue expansion of early learning services throughout Think Together’s target areas through the state.


  • 4-year Bachelor’s Degree in Child Development, Early Childhood Development/Education, Education, Recreation, or closely related field. Master’s Degree desirable.
  • 12 units in Early Childhood Education/Development, or Education and 3 units in Administration or Staff Relations (units must be accepted as defined by Title 22, Health and Safety Code Section 1597.21).
  • Child Development Program Director Permit or units that qualifies for a Program Director Permit.
  • Minimum of 10 years of increasingly responsibility positions within a supervised group Child Care Center – with a minimum of 4 years in a teaching capacity and minimum of 5 years in a supervisory or leadership position providing hiring, planning, and licensing compliance duties.


  • Ability to communicate effectively and demonstrate sensitivity to others.
  • Works independently to refine and improve processes and procedures.
  • Excellent organizational and management skills.


  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret instructions furnished in written, oral, diagram, or schedule form.
