Position: Chief Financial Officer - Washington, DC

Reports to: President and CEO

Organization Description: The Voter Participation Center (VPC) is the nation’s largest non-partisan, non-profit organization dedicated to registering and mobilizing voters from the New American Majority (NAM) – people of color, unmarried women and young people – who make up the majority of the potential electorate but have been historically underrepresented in political participation and power. Using direct mail, digital and social media outreach, guided by rigorous data science and experimentation, and working closely with a multitude of partner organizations, VPC connects with millions of voters each year, building the foundation for a more representative democracy.

Over 18 years VPC has helped more than 5.7 million people register to vote. In 2020, as COVID-19 shut down most forms of in-person voter contact, VPC helped more than 4.6 million people apply to vote by mail & cast ballots, registered more than 1.6 million people, and assisted millions of voters in voting early and safely to reduce pressures on polling places on Election Day.

VPC programs are flexible, nimble and scalable. VPC is driven by a commitment to constant research, testing, experimentation and evaluation, and thus offers many of the most cost effective, proven, high-impact programs in the civic engagement field.

The Center for Voter Information (CVI) is VPC’s partner organization, and is a separate but affiliated 501(c)4 non-profit that works to engage both the NAM as well as members of the broader electorate who share their values.

Position Overview: VPC and CVI are seeking a Chief Financial Officer. The Chief Financial Officer will play a critical role in the overall strategic management of VPC and CVI, setting the financial strategy for a budget in the tens of millions of dollars per election cycle, while also designing and delivering effective financial systems and management systems. As VPC and CVI embark upon continued growth and development, the CFO will serve as a true strategic partner to organizational leaders, providing strong and accurate financial guidance to guide decisions, and will lead long-term financial forecasting, budgeting and strategy-setting. This is an ideal opportunity for a proven, financial and organizational leader to apply their experience to advance voting rights activism and advocacy and work to protect the future of democracy and voter engagement. As a key member of the leadership team, the CFO will report to the President and CEO and will manage a team of three. The CFO will also be accountable to the respective Board of Directors for both VPC and CVI.

Primary Responsibilities

Responsibilities Include, but are not limited to: 

Organizational Leadership

• Serve as a thought partner and member of VPC-CVI senior leadership, setting organizational strategy, mentoring staff, and providing oversight

• As a member of the organization's leadership team, promote VPC-CVI’s values and culture, building policies and procedures that advance equity and inclusion

• Effectively communicate and present critical financial matters to the President and CEO and the full Board of Directors for both VPC and CVI, as well as to key external stakeholders (e.g., funders, lenders, authorizers)

• Manage and develop a team, including a controller and two staff accountants, ensuring that all staff is coached, developed, and well positioned to achieve their goals

Strategic Financial Analysis and Planning

• Set financial strategy and lead long-term financial forecasting and budgeting for VPC and CVl's tens of millions of dollars in overall operating budget

• Oversee and lead annual budgeting and planning process in conjunction with the President and CEO; review and administer all financial plans and budgets; monitor progress and changes and keep leadership team abreast of the organization's financial status

• Plan and coordinate budgeting and cost containment activities; determining all the participants and clearly defining their input and role

• Recognize and anticipate opportunities and challenges as they relate to financial systems and operations; generate ideas, strategies, and solutions to drive impact

• Address short- and long-term organizational financial challenges, evaluating and advising on the financial impact of long-range plans and the introduction of new programs and strategies

• Align annual budgets and long-term financial plans to with key strategic goals

• Coordinates with the respective VPC and CVI Board Treasurers as manager and custodian of investments and other assets of the organizations

• Design and implement a cash management system, evaluating the need for obtaining credit or investing surpluses

Team Development and Management

• Recruit, supervise, and retain a diverse team of financial professionals, serving as an organization-wide model for strong people management and professional development

• Promote a team-oriented culture of high performance and continuous improvement that values a commitment to diversity, equity and inclusion; encourage ongoing education and professional development

• Create a culture of service excellence; supporting the finance team to work in partnership with staff across the organization to understand budgeting and reporting, as needed

• Supervise accounting team to ensure the integrity and reliability of all accounting functions, including receipts, disbursements, purchasing, payroll, general ledger, bank reconciliation, cash flow management, and audit preparation

Systems and Process Design

• Oversee and optimize use of enterprise-wide financial software that enables improved organization-wide planning, efficiency and decision making

• Review financial systems and processes and recommend enhancements that will enable team leaders to more easily understand the benefits and costs of potential strategic and operational decisions

• Develop systems to guarantee accuracy and compliance of accounting and reporting, as well as leading the financial affairs of VPC and CVI

• Ensure effective internal controls and compliance with GAAP and applicable federal, state and local regulatory laws and rules for financial and tax reporting and optimization

Financial Management and Oversight

• Oversee all fiscal and fiduciary responsibilities for the organization, in conjunction with the respective VPC and CVI Board of Directors

• Manage teams responsible for all operational finance activities, including accounting, forecasting, treasury, grants management, real estate management, securing, structuring and managing borrowing activities, lender relationships, and financial-related strategic planning and legal work

• Oversee the annual audit process; liaise with external auditors and the respective VPC and CVI Board of Directors

• Directs the Finance and Administration team’s delivery of timely, accurate and GAAP-compliant financial and management reporting

• Play a leadership role in overseeing audit, development and implementation of policy and procedures and maintenance of internal controls function

• Oversee business relationships with banks and other financial institutions

Education, Experience, and Licensing Requirements:

  • MBA or bachelor’s degree in business, finance, accounting, or equivalent experience
  • Master’s degree preferred
  • Certified Public Accountant certification a plus
  • Minimum 10 years’ experience in accounting and financial management practices
  • Experience in a senior management position
  • Proficiency with accounting software, word processing, and spreadsheets
  • Solid GAAP and financial reporting technical skills

The salary range for this position is $150,000-$160,000. This is a full-time position. VPC and CVI offer an excellent benefits package, including 100% coverage of healthcare premiums.
