The Position:

This position is within Community Catalyst’s Center for Consumer Engagement in Health Innovation (the Center). The Center’s mission is to bring the consumer experience to the forefront of health innovation in order to deliver better care, better value and better health for every community, particularly vulnerable and historically underserved populations.


The State Advocacy Manager handles relationships with state-based advocacy organizations throughout the country, providing advocacy campaign guidance to consumer advocates, providers and policymakers who are working to improve state and local health programs to better serve the needs of consumers, particularly those who are low-income or have complex health challenges. The successful candidate will be a leader and catalyst in the design and implementation of cutting-edge health advocacy campaigns with some of the best health advocacy organizations in the country.


Join our team and work with state and community-based organizations to identify and promote new and proven ways to increase coverage and access to services, strengthen benefits, and leverage the health care system to address health equity and the social and economic determinants of health. We approach all of this work with the goal of lifting up the consumer voice, with particular attention paid to communities that have struggled to be heard in health care decision making as well as those who face disproportionate health disparities.


A key element of the position is coaching advocacy groups and community organizations on our System of Advocacy. The Manager will build the capacity of state and local groups to increase access to health services that target health inequities and build sustained community engagement in health related issues.


Supervision:

The State Advocacy Manager will be supervised by the Center’s Project Manager, State Advocacy.


Responsibilities:

  • Manage relationships with state and local partner organizations across the country, including day-to-day interactions, grants and program requirements.
  • Assist state and local partners to implement policy campaigns and build the capacity of state-based and grassroots organizations to advocate for change through coaching and facilitating peer-to-peer learning. Areas of support include: issue campaign planning, coalition-building, grassroots organizing, strategic communications, policy strategy, financial sustainability and organizational development.

·        Train consumer advocates in advocacy strategies and facilitate interactions between grassroots groups and state and national organizations.

  • Help our team bring health equity to the fore in our program work and in the organization’s overall work.
  • Manage the Leadership in Action Program, which matches state advocates with leaders from the health policy and practice fields. These relationships can help to advance innovative best practices and expand the reach and depth of advocacy.
  • Assist with producing various Center publications, including Health Innovation Highlights, our monthly newsletter.
  • Coordinate with other program staff to maintain up-to-date knowledge of local, state and federal health system delivery reform initiatives and advocacy strategies used in other states in order to identify potential issues and opportunities for state and community partners.
  • Actively participate as a member of internal Center and Community Catalyst teams, including helping to plan our annual conference.

·        Assist our team with new and existing program design, proposal development, planning, evaluation, and reporting.

·        Assist Center staff in other relevant work projects as appropriate.

·        Additional duties as assigned.


Qualifications:

·        Experience in state or local level social change activism such as: political/policy issue campaigns or legislative advocacy; community organizing; managing diverse coalitions; and/or developing and implementing strategic communications strategies

·        Experience with grassroots organizing

·        Experience and commitment working with diverse communities

·        Experience providing technical assistance, coaching or training

·        Some health policy knowledge about Medicaid, the Affordable Care Act and/or health system delivery reform initiatives

·        Strong verbal communication skills, including experience with public speaking, training, facilitating and/or coaching

·        Strong organizational skills including the ability to manage multiple tasks at once, respond to tight timelines, pay attention to detail and operate effectively in a fast-paced environment

·        Strong writing skills, including the ability to convey complex information so it is easily understood by the public in blogs, fact sheets, and other written format advocacy materials

·        Ability to travel, approximately 6-8 times per year

·        Bachelor’s degree plus 3 years relevant work experience, Master’s degree plus 1 years relevant work experience, or 5 years relevant work experience


     Preferred

·        Experience managing policy issue campaigns

·        Work with community and state based organizations

·        Bilingual/bicultural background highly desirable

Location

·        Community Catalyst is based in Boston, MA with additional offices in Pittsburgh, PA; Atlanta, GA; Washington DC; St. Louis, MO; Lansing, MI; and New York City. For the right candidate, a remote posting is a possibility.
