POSITION SUMMARY

Under the direction of the Executive Director (ED), ServeWyoming (SWY) is responsible for overseeing federal funding to promote community service and volunteerism throughout Wyoming.  This position administers Serve Wyoming's AmeriCorps*VISTA project.   Duties include developing and implementing policies and procedures, conducting program planning, monitoring, and evaluating the federal (Wyoming) AmeriCorps*VISTA program, and functioning as a technical expert to local and state government agencies and nonprofit organizations regarding federal and state laws, regulations, and policies related to AmeriCorps*VISTA.


This position coordinates the VISTA host site selection process by developing the application and selection criteria per federal and state requirements, works with the ED to establishing timelines and work plans for onboarding new host sites, assisting host sites in developing their Service Opportunity Listings (SOLs) and VISTA Assignment Descriptions (VADs), and assisting with recruitment and placement process of VISTA members. This position will monitor and evaluate the host sites and support the VISTA members throughout their year of service.


This position requires a creative thinker and (a must) self-starter with the ability to understand, interpret, and put into practice complex federal and SWY policies, regulations, and procedures to develop, manage, and monitor the VISTA programs in compliance with federal and state policies and procedures. 


Additional duties as assigned.  Also includes assisting the Executive Director in planning and developing operational policies and strengthening Serve Wyoming's relationship with stakeholders, including federal contacts, elected officials, administrators of nonprofit organizations, and the general public. State and national travel is required.

TIME %                                GOALS

AND WORKER ACTIVITIES   

40%    A.        Training and Technical Assistance & Management of VISTA Host Sites

A1       Recruit VISTA host sites that meet the mission of the Serve Wyoming VISTA Program.

A2       Recommend VISTA host sites to the Executive Director.

A3       Plan, organize and execute trainings to onboard new VISTA host sites and provide continuing education on VISTA rules and regulations.

A4       Assist the host sites with developing their VISTA Assignment Descriptions and provide approval to submit to AmeriCorps.

A5       Manage host site and VISTA approval with SWY and AmeriCorps, the federal agency.

A6       Perform mid-term and closing site visits with host sites and assigned members.

A7       Provide quarterly host site meetings to share best practices, provide ongoing training & guidance to each host site’s VISTA project.

A8       Assist with Performance Measure and data collection of host sites.

40%    B. 

VISTA Member Management

B1       Assist host sites with their VISTA members' recruitment and placement process, including developing and submitting the service opportunity listings.

B2       Support VISTA members through their year of Service (including monthly/quarterly member meetings and trainings)

B3       Manage AmeriCorps, the federal agency and SWY, process for selecting, onboarding and exiting VISTA members.

B4       Develop and maintain instructional documents for Wyoming AmeriCorps*VISTA programs.

B5       Collect host site VISTA weekly time sheets (time and effort reports).

B6       Provide training and technical assistance to VISTA members.

15%    C.        VISTA Grant Management

C1       Interpret complex and oftentimes vague federal regulations and guidance and Commission and state regulations to create policies and procedures to ensure the Wyoming AmeriCorps*VISTA program is in compliance with complex state and federal rules and regulations. Assist with the development of Serve Wyoming’s VISTA program, including the development of policies and procedures.

C2       Develop VISTA Performance Measures and data collection to effectively and efficiently report to the AmeriCorps (Corporation for National and Community Service) and elected officials and for marketing efforts.

C3       Assist with the writing of the annual Federal VISTA application.

C4       Assist with the annual VISTA reporting requirements.

C5       Assist with AmeriCorps initiatives and events.

5%      E.        Other duties as assigned by the Executive Director.

E1        Support Volunteer Wyoming with recruitment, service events, volunteer guides, coordination and database support.

E2.       Fund development to assist with sustaining the program (less than 2%).

Knowledge, Skills, and Abilities  

  1. Ability to identify, critically analyze and creatively solve problems.  
  2. Ability to independently organize and prioritize work.
  3. Demonstrated excellent customer service skills.
  4. Extensive knowledge of computer technologies (database, spreadsheet, word processing and presentation software) used for development, management, reporting, and evaluation.
  5. Bachelor's degree, or the equivalent combination of education and experience.
  6. Must be able to pass a background check. 
  7. Effective interpersonal skills.  
  8. Attention to detail.
  9. Training and technical assistance skills.
  10. Extensive knowledge of AmeriCorps*VISTA and/or shows ability to learn.
  11. Knowledge of federal grants and grant reporting requirements.
  12. Extensive knowledge of policy analysis, strategic planning, and program evaluation
  13. principles, theories, and procedures; an ability to apply them in the
  14. organization and analysis of problems; and an ability to transfer them to other
  15. parts of the organization.
  16. Effective oral and written communication skills (including public speaking and presentation).
  17. Participate as a ServeWyoming employee/team member in all ServeWyoming sponsored functions.
  18. Assist. other staff as requested.
  19. Travel State and Nationally.


Special Requirements:

·      Possession of a valid Wyoming Driver's license and ability to provide own transportation statewide.
