Description

The International Youth Foundation (IYF), a global nonprofit organization that works to improve the lives and conditions of young people worldwide, is seeking Monitoring, Evaluation & Learning (MEL) Technical Specialist to support the Via: Pathways to Work program in Mozambique and Tanzania, which is being implemented in partnership with the Mastercard Foundation.  The ideal candidate will be a data-driven, detail-oriented, self-starter with excellent writing, analytic and communication skills and a commitment to global youth development. PURPOSE

The Monitoring, Evaluation & Learning (MEL) Technical Specialist will support IYF’s Monitoring, Evaluation, and Learning efforts for the Via: Pathways to Work program in Mozambique and Tanzania, which is being implemented in partnership with the Mastercard Foundation. The MEL Technical Specialist also will play an important institutional role to support IYF’s broader measurement, evaluation, and learning function.


RESPONSIBILITIES

Via Program

·        Deliver MEL technical training and capacity support to the Via program’s MEL team – along with local implementing partners in Mozambique and Tanzania.

·        Lead performance measurement of the Via program, with support from Via MEL teams in Mozambique and Tanzania, and produce quarterly performance and learning reports for internal and external stakeholders.

·        Manage Via program and performance data through IYF’s Systematic Tracking and Organizational Records Management System (STORM), IYF’s management information system built on the Salesforce.com platform.

·        Support Via and regional program staff to use STORM for tracking the Via program’s project and performance data.

·        Oversee and provide technical support to the implementation of the Via program’s MEL System, in close collaboration with Via MEL staff in Mozambique and Tanzania, along with local governmental and non-governmental implementing partners.

·        Support implementation of the Via program’s learning strategy, including management of work streams to develop and disseminate learning products to the relevant stakeholders, including internal and external audiences.

Institutional Monitoring, Evaluation, & Learning

·        Contribute to IYF’s strategic MEL initiatives (e.g., development and implementation of institutional learning agenda, evaluation policy, performance measurement framework).

·        Provide technical assistance on the development of performance measurement frameworks for proposal development and project implementation efforts (e.g., theories of change, logical frameworks, performance monitoring plans, evaluation and learning plans).

·        In a leadership role, support agency-level measurement (ALM), including data management, analysis, and reporting on quarterly basis for IYF projects globally.

·        Support monitoring and assessment of institutional achievements against IYF’s strategic plan.

·        Support institutional data management and analysis as needed.

·        Produce results-based technical and/ or learning presentations for internal and external audiences.

·        Conduct other duties as assigned.


REQUIRED SKILLS

·        Strong oral and written English communication skills, proficiency in a second language preferred (especially Portuguese, KiSwahili, French, Spanish, Arabic).

·        Excellent knowledge of and experience using Excel and one or more statistical software packages (e.g., SPSS, STATA, R).

·        Strong facility with data information systems and databases (e.g., Salesforce).

·        Demonstrated excellence in data management and analysis.

·        Highly developed interpersonal, listening and communications skills appropriate for collaborating efficiently and effectively in a multicultural, international environment. High degree of respect and compassion for cultural conditions and practices.

·        The ability to work successfully within a variety of cross-cultural settings and make judgments in a fast-paced environment.

·        Outstanding research/resourcefulness, analytical skills and attention to detail. Reliability and thoroughness required.

·        Commitment to international youth development and a values-driven work environment.

·        Available for up to 25% domestic and international travel, as needed.


REQUIRED EXPERIENCE

·        Bachelor’s degree required, Master’s degree in M&E, International Development, Public Administration, Economics, Social Sciences or a related field preferred.

·        5+ years of work experience in related field, including 2+ years of experience using quantitative, qualitative, and mixed methodologies in measurement, evaluation, and learning.

·        Strong technical knowledge of principles of performance measurement, monitoring and evaluation, and data management and analysis required. Youth program and sub-Saharan Africa experience preferred.

·        Experience leveraging ICT for data collection, management, and analysis.

·        Experience working with an international NGO or company preferred.

·        Commitment to international youth development and a values-driven work environment.
