Work to support the community-wide effort to address homelessness.

The Joint Office of Homeless Services (JOHS) was established in 2016 to oversee the delivery of services to people experiencing homelessness in Multnomah County. The office represents a shared commitment between Multnomah County and the City of Portland to making services easier to access for those in need.  

As the Equity Engagement Coordinator, you will support the capacity of the Joint Office of Homeless Services to contract with culturally specific organizations and incorporate culturally specific and responsive service delivery into all aspects of homeless response systems, with an emphasis on communities of color, through collaboration with organizations and contract managers; relationship building; and strategic partnerships. In this position, you will play a role in building racial equity into the Metro Supportive Housing Services’ Expansion and enhance the community engagement capacity of the Joint Office. 

On any given rewarding day, you will be busy being responsible for: 

  • Identifying organizational capability building opportunities
  • Enhancing infrastructure to center the needs of communities of color
  • Incorporating emerging culturally specific organizations into the systems of care
  • Providing consultations on the best practices associated with contracting with, and supporting culturally specific organizations
  • Creating and facilitating responsive community engagement systems
  • Working collaboratively with various stakeholders in the implementation of racial equity into all aspects of housing services expansion activities

Minimum Qualifications/Transferable Skills:

  • A Bachelor’s Degree or equivalent years of experience.
  • Two (2) years of experience in direct services programming, development, or research.


Advanced knowledge, skills, abilities, and experience in: 

  • Homeless service programs designed with a focus on communities of color
  • Identifying and addressing personal biases
  • Working with individuals and families who have experienced homelessness, and/or are households that are low income and marginalized/disenfranchised
  • Advancing racial justice, understanding how systems of oppression intersect, and applying an equity lens in policy and programming processes 
  • Understanding the needs of and barriers faced by people of color experiencing homelessness 
  • Best and promising practices in ending homelessness, including effective service delivery, housing first, trauma-informed care, assertive engagement, motivational interviewing and stages of change
