THE POSITION:

Under the direction of the Assistant Superintendent, Business Services Department, supervises the staff in Marin County Office of Education District (External) Business Services Department; coordinates budgets utilizing historical, financial and economic information; may review and provide recommendations relative to budgets, interim and annual financial reports, audits, and apportionments; may provide business administration support for the Marin Special Education Local Plan Area; supervises accounting services; may review and approve state and federal financial reports; provides assistance to school districts in business and financial areas; may develop and implement in-service training programs for the Marin County Office of Education and district business service staff; prepares a variety of accounting, statistical, and narrative reports; performs technical accounting work as required; and performs other related work as assigned requiring essentially the same effort, skill, and responsibilities when work requirements are changes or modified. 


TYPICAL DUTIES:

1.                  Monitor all aspects of assigned budgets

2.                  Establish, review, and supervise the maintenance and control of fiscal recordkeeping functions and systems; prepare, review, and verify a variety of accounting and narrative reports in conformance with laws, codes, regulations, and audit guidelines

3.                  Plan, organize, and supervise school district budgeting, accounting, auditing, payroll processing, and related business functions as necessary

4.                  Coordinate with Information Services for the planning and developing programs and procedures for an integrated accounting, budget information, and a record and control system

5.                  Review, analyze, recommend, and implement procedural changes in the processing of financial/payroll data, supervise the preparation and filing of various data reports including student attendance, payroll, and financial/cost analysis

6.                  Prepare and present in-services and workshops to train County Office and district business service staff; advise the districts and various departments of the County Office on a variety of accounting standards and procedures, the use of the financial and payroll system, legislation, and/or regulations

7.                  Perform AB 1200 Reviews

8.                  Provide technical advice on budget, accounting and other business issues to the 18 districts in the county.

9.                  Oversee the preparation of Fiscal Allocation Plans for Marin Special Education Local Plan Area in cooperation with the SELPA

10.               Supervise and evaluate various business office personnel

11.               Perform necessary calculations and prepares reports and statistical bulletins as needed; assist with the examination and evaluation of internal controls; review and apply relevant laws, regulations, and legal opinions regarding legal services

12.               Attend workshops, conferences, meetings, and seminars in the area of school business and finance


REQUIREMENTS:


Education:            Bachelor’s degree in accounting, public administration or business administration including courses in government accounting and computer applications

                                                                               

Experience:           Five years of increasingly responsible experience as accountant or auditor, including at least three years in supervisory accounting work, preferably in a County Office of Education or school district

                               

Knowledge of:     Accounting and auditing principles and practices; budgeting procedures and fund accounting; human relations in management techniques; applicable provisions of the State Education Code; taxation and assessments as they affect school district operations; computerized accounting systems and the California School Accounting Manual


Ability to:              Perform and supervise complex accounting and auditing work; determine computer application feasibility, systems analysis and program budgeting; interpret laws and regulations and apply them in practical situations; draw up budgets; work under pressure; prepare comprehensive reports; work harmoniously and effectively with others; train and supervise district and County Office business personnel
