State Contracting Policy Analysis Consultant

The Collaborative is a coalition of the state’s four major human service provider associations: the Association for Behavioral Healthcare, the Association for Developmental Disabilities Providers, the Children’s League of Massachusetts, and the Providers’ Council. The Collaborative formed more than a decade ago to propose and then monitor the implementation of legislatively mandated rate setting reform for the contracted community health and human services sector. State contracts from the secretariat of the Executive Office of Health and Human Services and state agencies within, are a major source of funding for services. Chapter 257 of the Acts of 2008 set forth the framework for rate development that is indexed for a cost inflation factor; includes consideration for any new unfunded mandates; and adjusts for geographical considerations. Rates are to support the reasonable costs incurred by efficiently and economically operated providers and should be both fair and adequate.

 Position Summary: The Collaborative seeks a highly motivated individual with exceptional organizational and analytical skills to coordinate collective activities around rate setting pursuant to Chapter 257 of the Acts of 2008. The person will perform the role and duties as an independent contractor to analyze rates, assess the factors being considered, and to advise to their adequacy, fairness, and consistency with other contracted rate developments. Their work products, representations and tasks will be solely for The Collaborative and they will not receive any employee benefits or be considered an employee of The Collaborative or any of its associations.

Position Responsibilities: This position has two primary core functions: rate tracking & analysis and coordinating The Collaborative activities. 

 Responsibilities are as follows:

  • In consultation with Collaborative executives, draft one- and three-year plans for Collaborative activities; coordinate and monitor progress toward execution.
  • Systematically tracks human and social service rate development throughout each rate’s biennial life cycle.
  • Analyzes proposed and finalized rates for patterns and trends along key expenditure areas in partnership with association members.
  • Analyzes proposed and finalized rates for adequacy to meet program operating costs in partnership with association members.
  • Uses quantitative and qualitative data to propose standardized Collaborative recommendations across key expenditure categories.
  • Develops draft testimony or testimony components based on individual or cross-program rate analysis
  • Coordinates monthly meetings of the Collaborative Steering Committee, takes minutes and develops agendas in consultation with the four provider association executives.
  • Plans, markets, and executes all Collaborative events and trainings in collaboration with the four provider association executives.
  • Develops marketing, branding, and collateral materials for business development activities and association events.
  • Maintains a Collaborative contact database.
  • Plans and regularly updates a Collaborative-focused webpage where members of each provider association can access data and makes recommendations for improvements.
  • Serves as primary contact for Collaborative questions for membership of the four provider associations and field back to association executives.
  • Solicit and prepare any budget items to be procured for approval by The Collaborative.

Required Qualifications:

  • Bachelor’s degree. 
  • Exceptional organizational skills
  • Exceptional analytical skills
  • Excellent computer skills, including Microsoft Office products and Outlook for scheduling purposes
  • Excellent speaking, writing, communication skills; and the ability to work as an integral part of a strong team of professionals
  • Detail oriented, adaptable/creative, organized and demonstrated ability to successfully manage multiple projects and tasks

Preferred Qualifications:

  • Competence in completing and/or analyzing the Uniform Financial Report for human and social service providers in the Commonwealth.
  • Work experience in human services, a government environment or a membership association an asset

Position Classification:

  • Part-Time, Consultant performing as an independent contractor.
  • Though operating as an independent contractor, The Collaborative will to the extent possible, have available part time desk space and meeting room access. There are no administrative supports available.
