Based in East Harlem, two long-standing and well-regarded harm reduction organizations in New York City are seeking an Harm Reduction Associate, Site Supervisor. The non-profits, the process of completing a merger, are innovative organizations serving low-income people who use drugs and other marginalized individuals. The wide range of mobile and center-based services are delivered by upwards of 80 staff and peer workers, and include syringe access, overdose prevention, public health, care coordination, medical care, holistic, peer education, and advocacy services. The organizations have a combined $7 million budget made up of mainly government grants.

Position Summary:

This position is responsible for leading our mobile health unit - Winnebago - while providing an array of street-based harm reduction services to people actively using drugs, including injection drug users (IDUs), sex workers, and people living with HIV/AIDS and/or Hepatitis C. The Harm Reduction Associate Site Supervisor will be primarily responsible for ensuring smooth service deliver as well as the safety and security of the team and participants on the Winnebago. The Site Supervisor is responsible for ensuring the Winnebago is fully stocked and meticulously clean at all times. The Site Supervisor, alongside a team of other workers, conducts provides syringe exchange, safe drug use and safe sex harm reduction education.

Additionally, the Site Supervisor ensures that bathrooms are properly monitored and cleaned while providing overdose prevention, intervention, naloxone distribution and education. Finally, the Site Supervisor Outreach Specialist is responsible for building relationships with participants to identify where individuals in need of our services are located and bringing services directly to them. All activities are designed to be consistent with NYHRE’s service model, which is based on educating and empowering individuals to advocate for themselves and make self-identified changes in their lives.

This position at NYHRE is NOT office based. Services are rendered from a street-based outreach mobile unit stationed in neighborhoods of high need. This individual must be comfortable providing services on a mobile outreach unit, in public spaces such as parks and under bridges during all weather conditions.


  • Recruit and engage high-risk, hard to reach people who use drugs or engage in sex work, including injection drug users.
  • Provide safer sex and safer drug use education, and distribute syringes and other healthrelated resources and tools (and collect used syringes) in accordance with public health regulations.
  • Ensure bathrooms are monitored in compliance with the AIDS Institute’s overdose prevention policies and cleaned between each use; provide overdose intervention and monitoring
  • Model proper participant engagement and outreach for other staff, peers and volunteers. Provide guidance, mentorship, and leadership to the team.
  • Assist with the provision of overdose prevention trainings and Narcan distribution, and document incidences of overdose and reversals.
  • Provide low-threshold referrals and connect participants with medical care, drug treatment, and other life-stabilizing services. Solicit and track feedback from participants to ensure that the agencies to which we refer are effective and treat participants with respect and in a manner appropriate to harm reduction programs.
  • Maintain a friendly, welcoming, and warm atmosphere at all sites, including crisis intervention and conflict resolution between participants.
  • Practice effective communication with participants and the NYHRE team.
  • Conduct community outreach to foster good community relations, educate about program services and assess need.
  • Prepare, set up and dismantle program sites: tents, heaters, tables, and other program materials. Ensure the integrity of the sites, and maintain inventory of program supplies and bi-lingual educational materials. Ensure the whole team works together while setting up and dismantling.
  • Ensure streets surrounding fixed site of the Winnebago is checked for discarded syringes and cleaned in accordance with NYS DOH policies and Blood Born Pathogen Certification. Additionally, the location and number of discarded syringes must be documented and submitted to the Field Manager.
  • Keep accurate, consistent, complete and intelligible records and data on all program activities and/or participants; provide Field Manager and SEP Director with data and monthly written reports in a timely manner.
  • Ensure the Winnebago is fully stocked and organized and communicate with Field Manager about any supplies needed to ensure this is possible.
  • Ensure the safety of the team. Be vigilant about monitoring the conditions on the street. If any kind of violence occurs near the site, such as physical violence or if you hear gun shots, the Site Supervisor is responsible for determining if the site should be closed fully or if you should relocate. Notify the Field Manger of these situation immediately. Ensure the vehicle’s registration and letters from the AIDS Institute/State Department is easily accessible in case of interactions with law enforcement. The Site Supervisor is the only person in the team responsible for speaking with law enforcement; inform Field Manager of the situation immediately.
  • Document and report any incidents or accidents within 24 hours of occurrence.
  • Other work as assigned by supervisor.

Requirements and Experience:

  • Must have the ability and willingness to be hands-on and solve problems as they arise.
  • We are specifically looking for candidates with an active interest in harm reduction, syringe exchange, and/or social justice as it pertains to individuals who use drugs or engage in sex work.
  • Significant work or personal life experience in the areas of substance use, sex work, and HIV and HCV prevention desired. Skills in the areas of safer injection and safer drug use techniques and overdose prevention, HIV and HCV prevention and treatment desired.
  • Experience in the Bronx and East Harlem preferred.
  • Must be dedicated to advancing an agenda of equal rights and social justice for marginalized people who use drugs or engage in sex work, especially through participation in advocacy and community activism.
  • Must be willing to work outdoors at our street sites (sometimes in inclement weather) and conduct intensive outreach.
  • Bilingual (Spanish) preferred.
