We are seeking a dynamic individual passionate about sustainable and inclusive community development to join our team in a unique position that will be embedded full-time within NYC government to help the City aggressively reduce its carbon emissions.


Position Background

Under the New York State Energy Research and Development Authority’s (NYSERDA) Clean Energy Communities Program (“CECP”), Solar One is seeking to hire a person for the position of NYC Emissions Reduction Analyst. The person will be placed within New York City government, working with NYC’s Department of Citywide Administrative Services’ Division of Energy Management (“DCAS DEM”). The person also will coordinate closely with NYSERDA and other relevant NYC agencies. This is intended to be a two-year position, subject to performance, with the possibility of an extension. The person will be based out of DCAS DEM’s offices near City Hall. The position will require local travel and occasional evening meetings. While DCAS DEM is currently working in-person on a hybrid basis, this position can be temporarily remote as a Covid-19 precaution, in accordance with Solar One’s current policies.

 

Job Summary

The NYC Emissions Reduction Analyst will help reduce the City of New York’s carbon emissions and energy consumption. NYC’s Local Law 97, also known as the Climate Mobilization Act, requires the City to curb its greenhouse gas emissions. The Analyst will help develop and launch the City’s Local Law 97 Implementation Action Plan (“LL97 IAP”), a plan to aggressively reduce emissions through a variety of measures, including onsite clean renewables, energy efficiency, electrification, and offsite renewables. The NYC Emissions Reduction Analyst will work within DEM’s Strategic Planning Unit, which plays a critical role in structuring and advancing DEM’s overall work, effectively operating as an in-house consultant. Responsibilities may include:

·       Supporting the development and execution of the LL97 IAP | Contributing to the development and launch of the LL97 IAP. Performing day-to-day project management to complete the full set of LL97 IAP deliverables, which will require close coordination with the existing consultant team, internal DEM team, and external stakeholders. Convening briefings and discussions with internal and external stakeholders.

·       Helping develop programs and resources to support LL97 IAP launch | City agencies will need to make meaningful changes to their operations to achieve the carbon emissions reduction targets in LL97. The Analyst will help create programs and resources to support DCAS and agencies to make necessary changes to support emissions reduction.

·       Conducting quantitative and qualitative analysis | Performing quantitative and qualitative analyses to support decision-making using a variety of energy, financial, program, and policy datasets. Contributing to thoughtful review of analytical work performed by others, including external consultants.

·       Developing findings and recommendations | Producing deliverables (workbooks, documents, and slide decks) that provide analytical insights and enable data-driven decision-making. Developing and implementing recommendations based on findings.

·       Contributing to special projects | Contribute to special projects by drawing on skills such as strategic planning, project management and data analysis.


Qualifications and Skills

Successful candidates for this role should be able to demonstrate the following:

Experience and Subject Area Expertise

·       A master’s degree in a relevant field, such as business, climate science, engineering, energy management, sustainability, or urban planning and three years’ full-time professional experience working in energy or sustainability, or;

·       A bachelor’s degree in a relevant field and five years’ professional experience in energy or sustainability.

·       Knowledge of NYC’s energy and emissions reduction efforts, including relevant policy, legislation, and programs.

·       Experience working in City government or knowledge of City government operations.

·       Strong background in building energy efficiency.

·       Experience doing energy master planning or climate action planning.

·       Demonstrated analytical experience with relevant data such as building systems, energy consumption, greenhouse gas emissions, or local law compliance.

·       Strong research and writing skills.

·       Capacity to operate as an independent self-starter who takes initiative and is highly productive.

·       Strong capacity to manage multiple responsibilities and deadlines simultaneously.
