The HIV/AIDS epidemic is not over, especially in Black communities. Would you like to be a part of the solution? The Black AIDS Institute is looking for a highly organized and self-motivated Director of HIV & Clinical Services to help us end HIV and AIDS. The Director of HIV & Clinical Services is an essential part of the Black AIDS Institute (BAI) executive leadership team that leads BAI’s Black-centric health care and clinical services in Los Angeles. Reporting to the President/CEO, the Director of HIV & Clinical Services has the primary responsibility for the day-to-day management and success of the organization’s clinic operations, prevention and care programs, mental health services, homecare services, case management, and other client-based services and referrals. This position ensures that BAI’s HIV program goals and objectives in Los Angeles are met through continual monitoring of data, effective communication, and collaboration with other departments and agencies. 

The Black AIDS Institute is the only national HIV/AIDS thinktank focused exclusively on Black people. For the first time in BAI’s 20-year history the organization is under new leadership that is leading the organization to new and dynamic programming and increased impact. The Director of HIV & Clinical Services is a new position that will be a part of an expanded and critical executive leadership team that is tasked with transforming the organization to ensure we are able to achieve our mission of ending HIV in Black communities. The ideal candidate must have a demonstrated commitment to anti-oppression work, thrive in a demanding work environment, enjoy tackling big problems, communicate positively, have documented expertise in developing and implementing innovative health care services to Black communities, exemplify Black excellence in their work and thrive in an unapologetically Black work environment. 

This is a full-time position. Some weekend and evening hours will be required.

Position Specific Duties/Responsibilities:


• Develop and champion the vision and strategic direction of BAI’s Black-centric clinical services and programs; collaborate on the implementation of strategies and exercise leadership responsibility over the planning and delivery of services

• Lead quality assurance activities that will improve engagement and retention in care for PLWHA 

• Lead the development and design of BAI’s HIV/AIDS public health service protocols, risk assessment, and behavior modification interventions

• Work with executive leadership to ensure BAI’s local HIV services inform our national strategies and portfolio

• Leads in the identification of HIV/AIDS health care issues in Black communities, promoting health care utilization by developing services that speak to the wholeness of Black people.


• Work with Human Resources staff and management staff to recruit, hire, train, supervise, and evaluate staff and volunteers

• Coordinate with Human Resources to ensure staff members are appropriately credentialed and maintain credentialing as required

• Provide regular supervision (individual and group) to all supervisees to ensure quality service delivery and treatment

• Lead professional development planning of team members 

• Develop departmental goals, objectives, procedures, programs and services that meet clinical and agency needs


• Prepares all budgets and allocate funding, reviews all contractually required reports (monthly, quarterly, annual program reports)

• Monitor and evaluate ongoing operations and develop strategies to maintain sound operations

• Oversee development and enforcement of policies and procedures that will improve client care, increase revenues, increase efficiencies and increase departmental effectiveness

• Participate in the resolution of client complaints and problems

• Monitor staff scheduling to ensure adequate program coverage always, as well as program financial trends to ensure targets are met 

• Collaborate with other departments in coordinating activities and services as necessary

• Identify and maximize the administrative support required – admin support, office management, referral coordination, etc.

• Coordinate, facilitate and participate in program audits as needed

• Collaborate with the Development Department on grant program reports and assisting with grant research and writing 

• Engage in development of programs, including preparing proposals and identifying new funding opportunities

• Work collaboratively with the Development Director to track and monitor program goals, objectives, and outcomes as specified in grant deliverables 

Communication & Partnerships

• Develop and maintain highly effective working relationships with internal and external stakeholders including funders, subcontractors, and community partners 

• Attend required trainings, meetings, and workshops with funders, partners, and community

• Collaborate with other BAI departments to coordinate activities and services as necessary

• Support the development and implementation of marketing strategies for programs 

• Attend and participate in state and local meetings, conferences, etc.

• Assist and collaborate with local and state service providers participating in local networks, attending community meetings and representing BAI

• Communicate with key clinical and operational staff as well as external audiences


• Assures that BAI delivery of HIV services is consistent with state, federal and internal policies and procedures, regulations and standards

• Ensure that clients are offered low barrier, easy to navigate, community based behavioral and clinical services that are available to all regardless of their ability to pay and maximize access to A Clinic for Us services in alignment with BAI’s mission

• Lead quality improvement initiatives and efforts

• Coordinate and provide consultation to medical, case management, client services, research and other departments as necessary related to direct services or crisis/emergency management

• Lead clinical meetings with program staff to promote ongoing professional development and collaboration

• Maintain the integrity of the programs through monitoring of regulatory standards, codes of conduct, and ongoing HIPAA compliance

• Participate, when appropriate, in the resolution of client complaints and problems.

Required Professional Qualifications:

• Master’s degree in related field preferred

• At least 8 years of experience of public health experience in clinical areas (behavioral health, social work, health administration, nursing, clinical services, etc.)

• At least 6 years of supervisory experience

• At least 4 years of experience managing state, federal and/or government contracts

Preferred Professional Qualifications:

• Excellent planning skills, extremely organized, and ability to multi-task

• Leadership skills that include team building, coaching, problem analysis, and conflict resolution, and have strong skills in systems development and management 

• Ability to work both independently and as part of an interdisciplinary team

• A demonstrated experience in social justice and commitment to working with Black communities, PLWH, and LGBTQA+ folks 

• Advanced knowledge of Microsoft Word/Excel/Access/PowerPoint/Outlook

• Knowledge of quality improvement and the principles of performance management to improve client and programmatic outcomes

• Excellent analytic, strategic thinking and presentation skills including interpersonal, as well as oral and written communications skills

• Demonstrated knowledge, experience and familiarity with supporting Black community-based HIV prevention programming, particularly HIV services in clinical and nonclinical settings; interventions for prevention with HIV positive and negative persons; structural/policy level interventions, etc. 

General Skill Requirements: 

• Exemplary ability to manage multiple tasks using independent judgment and discretion

• Ability to work independently and accurately in a high-paced, deadline-oriented environment

• Ability to work under pressure while exercising discretionary judgment; make decisions when necessary with minimal direct supervision; work remotely without supervisory accompaniment 

Physical and Sensory Requirements:

● Ability to read, write and converse in English

● Ability to communicate efficiently with staff, stakeholders, and vendors

● Ability to remain calm and composed under stress

● Bending, lifting, grasping, fine hand/eye coordination, pushing/pulling, and/or prolonged sitting/standing

● Ability to respond to telephones and other auditory stimulation

● Quantitative/mathematical ability (addition, subtraction, multiplication, division, standard measurements)

● Ability to evaluate/interpret information and make independent judgments/decisions

Founded in May of 1999, the Black AIDS Institute (BAI) is the only national HIV/AIDS think tank focused exclusively on Black people. The Institute’s mission is to stop the AIDS epidemic in Black communities by engaging and mobilizing Black leaders, institutions, and individuals, in efforts to confront HIV.
