Government Relations Manager – Massachusetts

Conservation Law Foundation (CLF) is seeking a Government Relations Manager (MA) to join our team working for a healthy and thriving New England for all. The Government Relations Manager is responsible for leading and coordinating CLF’s Massachusetts state legislative advocacy and relationships with state agencies including the Executive Office of Energy and Environmental Affairs and the Department of Environmental Protection. The successful candidate will be a key contributor to cultivating CLF’s long-term ability to influence public policy in Massachusetts, serving as an important strategic partner for shaping and implementing CLF’s advocacy priorities in the state legislature and with state agencies, and working in close collaboration with CLF’s VP for Massachusetts and CLF’s Program VPs. The successful candidate will be expected to register as a state and federal lobbyist.

The position is based in Massachusetts with opportunity for flexible and remote work.

What you’ll do:

• Work with CLF leadership and advocates to identify priorities for each legislative session including the development of legislation, and the identification of bills to actively support and oppose, as well as to identify legislative plans and strategies spanning multiple sessions;
• Develop and sustain relationships with state legislative leadership and their staff, as well as with agency leadership and staff, Massachusetts’ Congressional delegation, and external partners;
• Collaborate with CLF advocates and programs to lead and coordinate government relations, as well as serving as a strategic thought partner in developing program policy objectives, building advocacy strategies, and executing legislative advocacy;
• Spearhead planning processes to prepare Massachusetts and program staff for shifts in political power, and develop relationships that make CLF’s advocacy as resilient as possible in the face of changing political power dynamics;
• Serve as a representative to relevant coalitions and forums within Massachusetts’ environmental and environmental justice communities; and
• Contribute to CLF’s strategic priorities and commitment to diversity, equity and inclusion and organizational excellence.

What you’ll need:

• At least 5 years of relevant environmental policy, advocacy, government or lobbying experience, including drafting legislation, preparing written comments on legislation, testifying before legislative committees, and working directly with legislators;
• Proven record of experience working in government relations or government service;
• Extensive knowledge of legislative and agency processes and dynamics;
• Ability to collaborate internally across programs and staff, and externally with partners, and earn trust as a strategic thought partner;
• Knowledge of environmental policy and ability to quickly become proficient in new issue areas;
• Demonstrated commitment to addressing issues of diversity, equity, and inclusion;

CLF offers a competitive salary, an extensive benefits plan, and an open, inclusive, and accepting work environment where differences are highly respected. The starting salary range for the position is $73,000 - $85,000 if based in Boston; actual salary will reflect experience and qualifications.
