Associate Director -Foster Care

The Associate Director Foster Care leads coordination and supervision of MRS programs for unaccompanied migrating and refugee children in the U.S., including oversight of a national network of care providers.  Provides vision and leadership regarding MRS support of unaccompanied migrating and refugee

children and ensures MRS interest in these children are effectively represented and advocated. Acts as liaison with federal government, local agency directors, and other stakeholders regarding cases referred to

USCCB/MRS and services provided by the national network. Manages the external monitoring, evaluation and quality assurance of sub-recipients of the Children’s Services Safe Passages I Residential Services program. Assists in the management of the Children’s Services grants and provides direct supervision

to ten (10) staff members located in Washington, DC.  This position also supports the Bishops’ strategic plan for the Conference and demonstrates shared qualities of effectiveness in all work interactions

and demonstrates a willingness and ability to understand, respect and contribute to the USCCB mission and to fulfill job duties in accordance with its Catholic identity


Graduate Degree and post-graduate professional experience required Major Field/Specialty: Social Work, Psychology, Child Welfare, Social Service Administration.


Other Specialized Training: (i.e. word processing, personal computer, knowledge of Catholic Church, etc.)

·       Program administration, monitoring and evaluation

·       Program management, supervision, personnel management

·       Program budgeting

·       Knowledge of foster care regulations and licensing requirements

·       Data analysis and social services research. Knowledge of professional child welfare standards,

·       Experience with child placements

·       Knowledge of family dynamics and strengths-based practice approach

·       Professional review of children’s programs

·       Knowledge of project management tools and approaches

·       Delivery of technical assistance and training

·       Knowledge of immigration law and juvenile justice issues

·       Knowledge of child migration issues

·       Familiarity with the structure of Catholic and other social services   

     

Knowledge and understanding of Catholic Church structure and teaching

Minimum of five years, including at least 1 year in a supervisory role
