The National Whistleblower Center (NWC), a nonprofit organization focused on educating, empowering and advocating for whistleblowers, seeks a Policy Counsel to work on its newly launched Climate Corruption Campaign. This position reports to the Program Manager. 

The Policy Counsel serves as part of a small staff and consultant team that carries out programs focused on (1) educating people and organizations worldwide about how they can effectively utilize reward-based whistleblower laws to fight corruption; (2) winning legislation and agency decisions that empower whistleblowers; and (3) securing legal representation for whistleblowers and building support for whistleblower cases.One of the Center’s specialties is enlisting whistleblowers in the fight against fraud and other crimes in the three industry sectors responsible for the vast majority of the world’s carbon pollution: oil & gas, coal, and industrial logging. NWC helps whistleblowers address this corruption by, among other things, building agency and prosecutor support for whistleblower cases challenging illegal conduct in these industries and advocating for stronger whistleblower programs at the federal and state levels.   

The position requires strong writing and advocacy skills, an ability to juggle multiple tasks, critical thinking, and an ability to learn and communicate complex legal and policy issues. 

Key responsibilities include: 

  • Outreach to and engagement with federal and state agency enforcement staff and prosecutors to persuade them to aggressively implement whistleblower programs and give full consideration to NWC-supported whistleblower cases
  • Outreach to and engagement with federal and state agency officials and legislators, and those whose influence them, to persuade them to maintain and strengthen whistleblower laws and policies 
  • Outreach to non-governmental organizations, academics, and others on strategies for addressing corruption in fossil fuel and industrial logging companies
  • Monitoring whistleblower policy developments at the federal and state level
  • Analyzing significant policy developments in real time and assisting NWC leadership in developing and articulating policy positions to decision makers and other stakeholders
  • Writing and disseminating policy papers, testimony, agency comments, and legal memoranda
  • Presenting at or attending conferences, seminars or other meetings as needed


Qualifications:

The ideal candidate will have a passion for using law and policy to protect people and the environment from corruption. A juris doctor degree and at least 1-3 years of experience as Congressional or federal agency staff or similar position with extensive engagement with policy is required. Experience with whistleblower laws or other anti-corruption policies a plus. Experience working with fossil fuel and/or logging industries a plus. Highly organized, self-starter who is detail-oriented with the ability to prioritize tasks and meet deadlines. Demonstrated ability to work effectively as part of a team. Ability to identify problems, research alternatives and resolve them. Ability to write and edit on deadline, making complicated material clear for a variety of audiences. Excellent communications and interpersonal skills. Proficiency with MS Office Suite and online organizational software.
