Position Overview

The NYIC is seeking a Director of Human Resources to support its growing staff. The NYIC is in a period of growth and will be doing recruitment in the coming year for positions in our NYC headquarters as well as regional offices. The Director will manage the entirety of the NYIC’s Human Resources needs: lead robust recruitment efforts; expand our talent management and professional development program; ensure compliance with all local, state, and federal regulations; manage recruitment of and contracts with independent contractors; and oversee  compensation. The Director will also provide human resources to the NYIC’s related organizations, which are organized as 501(c)(4) and 527 tax exempt institutions, as needed. The Director will work closely with our external PEO, which administers payroll and benefits and provides additional HR support. In addition, the Director will supervise staff supporting key operations functions for the organization. This position reports to the Executive Director. 

Key Responsibilities

• Oversee Human Resources processes including recruitment, talent management, regulatory compliance, and employee relations. Manage the full life cycle for all employees from recruitment to separation. 
• Partner with executive leadership and program staff to actively recruit to fill vacancies in NYC and in locations throughout New York State.
• Work to build and maintain a positive organizational culture. Schedule and oversee execution of organizational/ staff retreats, plan and coordinate team-building opportunities, resolve conflicts between staff people.
• Develop and implement a robust talent management program.
• Create and execute organizational professional development plan, providing support for supervisors working with their direct reports, and identifying professional development needs and opportunities for the organization and individual team members.
• Manage recruitment of and contracts with independent consultants, ensuring that contractors are properly classified. 
• Serve as the main point of contact for the NYIC’s PEO, which administers employee benefits programs, including medical, dental, life insurance, and benefit reimbursement programs and coordinates open enrollment periods.
• Oversee and implement performance evaluation processes for all employees at the middle and end of our fiscal year as well as an initial review for new employees three months after hire.
• Maintain complete and accurate personnel files as well as implementation of any requirements for staff funded by government contracts. Provide information requested by auditors and government agencies. 
• Develop and implement organizational policies as needed, and maintain the organization’s Employee Handbook. Ensure compliance with all regulatory requirements.
• Oversee reporting of staff time for lobbying.
• Supervise manager and operations associate.
• Support the NYIC’s affiliate organizations, including NYIC Action, with all Human Resources functions as needed.

Qualities Sought:

• At least 5-10 years of Human Resources experience required, ideally within a fast-growing nonprofit environment.
• Knowledge of and commitment to social justice and immigrant justice, a plus. 
• Experience collaborating with partners and supporting a growing team of talented, diverse individuals.
• Excellent interpersonal skills, strong communication skills, meeting facilitation, and experience with conflict management and mediation.
• Ability to operate in a fast-paced environment and juggle multiple tasks.
• Good team player, comfortable taking initiative, and able to adapt as necessary to changing circumstances.
• Proficiency in Spanish or another language spoken in immigrant communities is a plus.
