The Finance Department supports MSF in carrying out its mission in an effective, efficient, ethical and accountable manner to its donors and the public at large by managing MSF-USA's budgetary, financial and accounting practice.  The Finance team consist of 4 units - Revenue, Accounts Payable, Grants, and Payroll.




The Payroll Specialist is responsible for the preparation, distribution, and reporting processes of more than 700 employees and expats. This role works in close coordination with Domestic HR and Field HR to process biweekly and monthly payrolls in a timely manner and with the Finance Manager to ensure the accurate recording of all payroll activity by cost center.




Essential Functions and Responsibilities




  • Process new hires, transfers, step increases, leaves, and terminations in an accurate and timely manner
  • Ensure all payroll changes and deductions are well supported and comply with the organization’s policies, employee authorization, and regulations.
  • Confirm the disbursement of domestic and international payroll, benefits, taxes and other deductions are consistent with federal, state and local payroll and regulatory requirements
  • Maintain payroll related schedules and reconcile 401K, FSA, and commuter benefits on a biweekly basis
  • Manage biweekly and monthly reporting to 3rd party administrators in a timely manner
  • Maintain high level of technical knowledge in all areas of payroll processing and remain current with any changes to federal and state law affecting payroll, benefits administration, and tax regulations.
  • Identify and correct any payroll discrepancies in a timely manner.
  • Prepare and maintain weekly, monthly, quarterly and year-end payroll and tax reports.


  • Review and analyze current payroll, benefits, and tax procedures and recommend policy changes leading to compliance and best practices.




  • Responsible for payroll and 401K import entries that accurately reflect payroll costs by cost center
  • Facilitate year-end activities with reconciliations and adjustments relating to all payroll related GL accounts
  • Responsible for preparing supporting schedules for 401K, disability insurance, workers compensation, 990, and internal and external year end audits.
  • Provide support for the MSF-USA budget related to personnel and payroll costs.




  • Attend departmental meetings to share information, brainstorm solutions, and coordinate priorities.
  • Attend regularly scheduled staff meetings and several annual office-wide discussions, to stay informed of important MSF topics and be contribute to the organization’s ongoing development.
  • Other duties as assigned.







  • At least 5 years of hands on experience independently managing a dynamic payroll system
  • Extensive knowledge of ADP’s WorkforceNow platform
  • Finance, accounting, or business administration education preferred
  • High integrity with ability to respond effectively and maintain confidentiality
  • Strong attention to detail & highly organized
  • Proficient with MS Excel, SharePoint, NetSuite, Adobe, and Teams
  • Knowledge of federal, state and local payroll taxes, 401K, FSA’s, and other employee benefits
