POSITION TITLE: Senior Director, People & Culture Global HR Operations

LOCATION: Remote, within the Continental U.S.

DEPARTMENT: People and Culture (PAC)

REPORTS TO: Chief People Officer, VP of People and Culture

Overview:  The Senior Director is responsible for the oversight, implementation and improvement of human resources systems, processes, and metrics that support the achievement of the organization’s business goals and strategy. They will be responsible for the human resources policies and best practices for the organization, administering benefits and compensation, and leads activities related to performance management and personnel compliance in partnership. Additionally, they will oversee the collaborative development, delivery, and measurement of human capacity strategies and activities at the project, national, and regional levels to advance employee performance. Direct and facilitate delivery of regional, national, and local HR capacity and infrastructure for efficient and effective services at multiple levels and implementation and adaptation of HR global initiatives and practices. Serve as advisor and counsel. 

 

 Major Responsibilities:

 

  • Performance management: support divisional and program management reinforcing a continuous feedback culture, coaching, counseling, career development, disciplinary actions.
  • People operations: provide input on policies and core business processes to reduce legal risk and ensure regulatory compliance. Collaborate with global people team in areas such as: compensation administration, onboarding, employee relations, and internal investigations.
  • HR infrastructure: facilitate delivery and implementation of Winrock global HR systems, policies, procedures, and practices, and initiatives. Ensure effective adaptation at all levels including project design and proposal development stages and compliance with the spirit and intent of labor regulations and donor requirements. Delineate and communicate HR responsibilities, expectations, and decision-making authority at all levels. Measure and evaluate.
  • DEI: Partner across PAC and the organization to ensure diversity, equity and inclusion is embedded into all people practices.
  • Compliance: act as a strategic partner providing advice and counsel to a broad range of stakeholders to maximize staffing resources and performance, ensure economy and efficiency of work processes, and contain institutional risk. Continuously learn and apply strong working knowledge and application of federal government contracting HR requirements such the Office of Federal Contract Compliance Programs (OFCCP) and the Federal Acquisition Regulations (FAR).
  • Compensation: provide leadership and direction to the benefits and compensation center of excellence. Ensure positive, highly collaborative partnerships between direct reports and other functional areas within the PAC team, as well as with other internal stakeholder groups outside of PAC.
  • Personnel management and advice: including but not limited to
  • implement and maintain efficient and effective workflow processes for Global HR Operation services including on-boarding, career development, promotion, training and terminations. 
  • establish and foster positive relationships with employees, managers, executives, at all levels of the organization and external stakeholders while maintaining extreme confidentiality.
  • provide management coaching and support line managers on employee related issues such as performance management, employment law, employee relations (grievance and discipline) and terminations.
  • support the maintenance of employee engagement initiatives including Employee Representative process.
  • oversee personnel records management and liaises with finance staff on payroll changes and ensures that HR records are appropriately retained.
  • complete required state and federal reporting.
  • HR policy and process: create HR policies, procedures, handbooks and guides. Communicate changes and interpret new policies to employees and managers.
  • Project HR coordination and oversight: Provide HR expertise and specialized support to US based and country projects teams including but not limited to, maintenance of home and country handbooks, compensation benchmarking, and employee relations.
  • Workforce planning and capacity development: partner with the Talent Acquisition leadership to develop and oversee collaborative identification and implementation of annual and multi-year human capacity and employment strategies such as workforce planning, HR capacity development, and effective policies and standards at the project, national, and regional levels to ensure the right talent at the right time and place. Devise and implement metrics.
  • HR partnerships: oversee and direct HR Partner capacity and support right-sized infrastructure at the project, national, or regional level. Implement collaborative actions to facilitate evaluation, development and delivery of effective HR Capacity and infrastructure at multiple levels. Build knowledge, expertise, and capacity leveraging internal and external resources.
  • Human capital: In partnership with the Talent Acquisition leadership to design and facilitate the delivery of human capital and HR processes data to inform workforce planning, decision-making, and employee engagement to contribute to a high-performing workforce. Ensure regular and routine reporting at multiple levels.
  • Retention: facilitate the development and execution of significantly enhanced talent management and retention strategies and processes. Partner with Talent Acquisition leadership to build on current practices of attracting, engaging and retaining world-class talent.
  • Thought leader: serve as an innovator, strategic contributor, problem-solver, and advisor for HR Capacity, the HR team, and the organization. Perform other duties as assigned.

 

Position Qualifications:

 

  • Bachelor’s degree and 12 years of progressive HR experience with a minimum of 3 years in a team or project leader or manager role or equivalent education and experience.
  • Previous experience in a donor funded environment; exposure working with US Government funded projects preferred.
  • Demonstrated success as an HR leader supporting employees’ groups in multiple locations in a global environment required.
  • Demonstrated success in supporting senior leaders and managers and building relationships.
  • Broad knowledge and experience in employee relations, employee engagement, employment law, compensation, organizational development, and training and development.
  • Strong collaborator with effective interpersonal and analytical skills who can work seamlessly across countries, cultures, and organizational units required
  • Required to travel up to 25% domestically and internationally.
  • This position must have a strong background in building and maintaining positive working relationships world-wide. This position must be able to work in a variety of different countries and cultures. Strong leadership and employee relations experience required.
  • Critical problem-solving skills. Capable of managing conflict and conflicting views.
  • Demonstrated ability to work, manage, and meet competing deadlines in a fast-paced, high-volume environment and on deadline; aptitude for problem solving and decision making needed
  • Superb written and verbal communication skills required.
  • English fluency required. Proficiency in French preferred.
