The Office of the State Superintendent of Education (OSSE), a mission-driven, complex and dynamic organization in the District of Columbia, is seeking a strategic leader and manager to oversee the agency’s high impact tutoring initiative. Over the next three years, OSSE will lead a major investment in scaling and supporting high-impact tutoring across the District with a particular focus on at-risk students and others who have experienced disrupted instruction during the COVID-19 pandemic. This investment is a core part of the city’s recovery strategy, given the strong body of evidence demonstrating the effectiveness of high-impact tutoring as an intervention that can produce dramatic gains in student learning. Through this investment, OSSE strives to accelerate learning for these students over the next three years.

The Role

The High Impact Tutoring Manager will be responsible for designing and overseeing OSSE’s multi-pronged approach for high-impact tutoring as a core recovery strategy. This strategic leader will have the opportunity to build out a team of two staff members to support this body of work, liaise with a diverse group of external stakeholders, and coordinate closely with OSSE’s Division of Data, Assessment & Research on a robust evaluation of the tutoring programs.

The position is located in the Office of the State Superintendent of Education (OSSE), Division of Teaching and Learning (TAL) and will report directly to the Assistant Superintendent of Teaching and Learning. It is funded through the Elementary and Secondary School Emergency Relief (ESSER) Fund as part of relief provided to states to combat the COVID-19 pandemic. These funds are available until September 30, 2024.

What You’ll Do:

Program Design, Implementation, and Evaluation

  • Partners with key stakeholders within OSSE and Deputy Mayor for Education (DME) to finalize the design of a four-pronged approach to scaling high-impact tutoring across the District
  • Leads advanced consultative and technical assistance work to support local education agency (LEA) leaders and community-based organizations (CBOs) through every phase of launching and securing support for the implementation of high-impact tutoring.
  • Oversee production of high-quality technical assistance materials, reports and other documents designed to share current ideas, methods, techniques and evidence-based strategies for expanded learning opportunities to grantees and the general public
  • Implements and oversees program evaluation in partnership with OSSE’s Division of Data, Assessment, & Research and a contracted vendor

Strategic Project Management

  • Builds and manages against project plans to support the timely delivery of results, managing multiple workstreams simultaneously and with meticulous attention to details and stakeholder needs
  • Oversee communications to the public and grantees concerning competitive grant requirements, the application process, promising practices, event schedules and evaluation findings
  • Collaborates with members of the OSSE, DME, LEA leaders, and other relevant stakeholders on joint projects in support of high impact tutoring initiatives
  • Serves as the OSSE lead and expert on high impact tutoring, representing OSSE in external meetings and supporting briefing materials for the Superintendent and Chief of Staff
  • Attends training sessions to keep current on changes in state and federal regulations and provide trainings for LEAs and schools

Oversight of Grants Management and Procurement

  • Manages the $40 million investment dedicated to high impact tutoring initiatives to address unfinished learning for pre-K through grade 12 students
  • Establishes and manages fiscal record-keeping systems for all high impact tutoring funds and related programs
  • Provide regular implementation updates to the Assistant Superintendent of Teaching and Learning
  • Compiles, processes, and submits state reports to comply with state and federal requirements of ESSER funds

What You Bring to OSSE:

  • Excellent oral and written communication and interpersonal relationship skills
  • Organizational skills including the ability to manage multiple priorities and tasks
  • Knowledge of research and best practices in implementing high-quality tutoring and/or supports to accelerate student learning
  • Meticulous attention to detail with an ability to produce high-quality work in a dynamic environment
  • Ability to break down complex information into comprehensive parts, ask questions, synthesize and analyze
  • Ability to build trusting relationships with various stakeholders
  • Bachelor’s degree from an accredited college or university
  • 7-10 years of professional experience managing complex projects and stakeholder groups
  • 2+ years of team management experience preferred
