Accounting Specialist -- Capital Replacement Reconciliation (Kingston, NY)

NEIWPCC is a regional commission that helps the states of the Northeast preserve and advance water quality. We engage and convene water quality professionals and other interested parties from New England and New York to collaborate on water, wastewater, and environmental science challenges across the regions, ecosystems, and areas of expertise.

This position is governed by an agreement between the NEIWPCC and the New York City Department of Environmental Protection. Under that agreement, NEIWPCC was selected to provide services to assist NYC DEP in the management and replacement of certain wastewater treatment infrastructure at nearly 100 wastewater treatment facilities (WWTF) located within the City’s water supply watershed.

DUTIES AND RESPONSIBILITIES

The successful candidate will support the Capital Replacement Program by assisting the DEP Project Manager with various administrative functions. The primary responsibility of the position is to review detailed financial reconciliations of operations and maintenance (O&M) expenditures of each WWTF in the NYC watershed for each fiscal year. This task requires the preparation of O&M documents, tracking of annual budgets, and the comparison of submitted O&M invoices with their annual reconciliation documentation. Other job responsibilities include preparing files for offsite storage, maintaining accurate documentation of files, and attending meetings with WWTF owners and operators, engineers, and lawyers, as assigned.

The satisfactory performance of the above duties and responsibilities requires the incumbent to develop a thorough understanding of NEIWPCC’s and NYC DEP’s programs, organization, and policies, to exercise initiative and resourcefulness, and to be able to work effectively with state, federal, and local contacts of varied professional backgrounds and levels.

RECOMMENDED QUALIFICATIONS

  • A bachelor’s degree in business management, accounting, or a related field.
  • 3+ years of professional work experience in an accounting or auditing role.
  • Ability to organize workload, and perform tasks in an accurate, conclusive, responsible, and timely manner.
  • Strong Excel skills and capabilities, with the ability to use advanced formulas and functions (e.g. vlookup, PivotTables, subtotals) within electronic spreadsheets.
  • Possess and exhibit a consistent sharp attention to detail, problem solving abilities, and high numerical accuracy.
  • Ability to read and interpret documents such as financial reports, accounts and ledgers.
