Job Description

Communities United is a grassroots, membership organization of low to moderate income individuals and families in Maryland. Our mission is leadership development and community organizing that builds power to win transformative change for social, economic, and racial justice. Our current organizing-model focuses on ex-offender enfranchisement and quality of life, expansion of sustainable public community schools, effective approaches to drug use that reduce harm and support recovery, reducing violence, defunding police to refund communities, promoting trauma-informed policies and resilience, and confronting inhumane housing conditions facing low-income residents in Baltimore and beyond.

In recent years, CU led campaigns that expanded voting rights to all citizens released from prison in Maryland and won increased funding to expand community schools and universal rental licensing in Baltimore. We also organized women in public housing to bring a successful civil suit to  redress sexual abuse at the hands of maintenence men, And CU helped launch and lead collaborations in West Baltimore seeking to heal trauma and end violence.

The Base-building Organizer supports the work of several ongoing campaigns and our Youth Leadership Organizing Academy. Campaigns may vary from year-to-year and may change based on grant priorities and opportunities. The Base-building organizer will work in three areas that will support the organization’s mission to be community-centered and intergenerational. Including, but not limited to, the daily planning and execution of our #Defund2Refund campaign which demands the city of Baltimore reduce police spending by 25% and reallocate operational funds to support other areas of need; and the daily planning and execution of our Youth Organizing Leadership Academy which teaches organizing methods, life skills, and political education to youths; and general basebuilidng which directly supports the overall work of Communities United. 


Job Title: Base Building Organizer

Location: Baltimore City

Primary Responsibilities:

CU organizers are responsible for engagement, activation, development and retention of members, developing a team of leaders and executing issue and/or infrastructure building campaigns. Organizer responsibilities include:

Base building 50%

  • Material development to support campaign work and training of member leaders
  • Ongoing outreach and recruitment of new CU members
  • Building one-on-one relationships with community members
  • Developing  leadership of all members that builds their capacity to lead campaigns, including speaking to the media, organizing and  facilitating meetings, leading public actions and events, and recruiting and leading CU members.
  • Developing political consciousness and strategic abilities of CU leaders through popular education, reflection, and developing appropriate  educational materials.
  • Manage all aspects of issue based canvassing campaigns
  • Train  canvassers on door knocking, relationship building, and data collection.
  • Ensure data is collected through canvass campaigns and is updated in CU’s database weekly.
  • Researching and building movement relationships on issues pertaining to campaigns;

#Defund2Refund 25% 

  • Manage the day to day campaign task including making phone calls, outreach, research, and ongoing planning. 
  • Implement a video production or ‘story project’ of formerly incarcerated persons
  • Develop a coalition to support widespread support of #defund2refund

Youth Development 25%

  • Planning  and day-to-day management of CU’s Youth Organizing Leadership Academy (YOLA) during the school year
  • Planning and day-to-day management of CU’s Summer Youth Organizing Cohort (with Youthworks students).
  • Maintaining a Communities United youth chapter.
  • Communicating  campaign messages clearly, both verbally and in writing.
  • Encourage CU Youth to step into leadership roles and connect them to opportunities. 
  • Exercising strategic judgment and problem-solving skills.
  • Organization of self and materials to meet responsibilities.
  • Use of social media to enhance community organizing.


Primary Qualifications:

To be successful, organizers must have commitment to social, racial and economic justice and believe that those directly affected by issues of injustice must be at the forefront of efforts to change them. Organizing is a practice, and success requires dedication to all aspects of it to be successful – recruitment, leadership development, mobilization and reflection. Qualified candidates will have:

  • Experience working with youth ages 14-21.
  • 2-5 years of organizing experience (labor, community, issue campaign or election related).
  • Understanding  of issues facing low income communities of color.
  • Excellent verbal and written communication skills.
  • Excellent organizational skills – good attention to detail and well organized.
  • Self-motivation  – a proven ability to work independently.
  • Patience  and ability to work well with diverse groups and populations.
  • Dedication  and ability to work flexible hours, including some nights and weekends.
  • Spanish/English  bilingual a plus.
  • Ability to be a team player and work in a highly collaborative, fast-paced environment
  • A valid driver's license with regular access to a vehicle.
