Location: Can be anywhere we're registered in US. & perhaps in a country where they could be employed as NS and supervised by ADs.

  • Legal eligibility to be employed in the U.S. or Canada is required
  • Bachelor's degree in accounting, finance, international business, CPA designation or similar educational training
  • 10 years accounting experience
  • 2-3 years minimum work experience in procurement
  • 2-3 years minimum work experience in financial grants management
  • Experience working with institutional donors such as USAID, Global Affairs Canada, EuropeAid, and UN agencies is an asset
  • Good problem-solving skills and strong analytic skills
  • Expert level knowledge of Microsoft Excel and good knowledge of other Microsoft Office modules
  • Excellent oral and written communication skills
  • Experience working in an international setting is an asset
  • Attention to detail is critical to this position to ensure accurate results
  • Good time management skills are essential to meet multiple deadlines
  • Experience conducting trainings and doing presentations to large audiences is an asset

Tasks Financial/Budget development: 25%

• Work with program, finance, and appropriate country office staff in the development of forecasts, budgets, and budget revisions for external grant applications and existing external grants.

• Participates in external grant-specific workgroups to ensure proper budgeting and financial reporting of those grants

• Participates in proposal review and risk assessment processes for new external grant applications

• Provides input into the assessment of MCC’s local partner on external grant finance capacity

• Stay informed of evolving donor compliance requirements along with new donor requirements and communicate those to the necessary staff

• Coordinate with the Shared Program Accounting Manager to process journal entries to various projects if needed

• Works with the finance team to ensure that external grants are being properly accounted for in MCC’s international program budget

Grant financial reporting: 25%

• Monitor progress and financial expenses of external grants projects

• Maintain grants receivable schedule and follow up with donors on grant payments

• Oversee country program’s work to provide the necessary financial reports for external grants and ensure accuracy of budget and expense analysis report

• Provide regular grant financial reports to finance and program staff

• Follow up with country programs to ensure that the necessary external grant audits are taking place and will satisfy donor requirements

• Obtain grant payment confirmations from institutional donors for audit purposes

Procurement: 50%

• Work with Finance Directors and International Program Directors to develop and implement a procurement policy that follows major donor requirements

• Train staff in Canada, U.S., and internationally on procurement procedures

• Coach MCC program staff in setting up procurement systems.

• Reviews purchase orders and expenses for procurement policy compliance

• Develops training model for country programs to use with developing MCC partner capacity to develop and maintain their own procurement policy that is in line with MCC’s policy

• Develops a database of approved vendors

• Maintains a common set of procurement forms and templates to be used globally

Position requires the staff person to initiate frequent contacts with International Program and Financial Services staff, to work extensively with staff across a variety of levels including Executive Directors from MCC entities and Management Teams. Will have occasional interaction with MCC board members for approval on procurement of large items. Additionally, the position will have frequent contacts with institutional donors as well as with vendors. Requires understanding and demonstration of MCC values, good customer service skills, clear communications skills, and ability to work well with others.


Supervised by Finance Directors

Indirectly supervises the work 6 finance staff in the U.S. and Canada who process accounts payable to ensure that procurement procedures are being followed on all purchases. Also indirectly supervises the work of finance staff across MCC’s 45 country programs in regard to procurement procedures.

Complexity/Competencies Responsible for the budgeting and financial reporting for $10 million+ USD in institutional grants from 10+ donors each with their own unique budgeting and reporting requirements. The donors include but are not limited to U.S. and Canadian governments, various UN agencies, and a number of private foundations. Requires the ability to communicate these requirements to non-finance staff as well as finance staff in all MCC’s countries of operations.. Conducts trainings on strict procurement procedures for 6MCC entities in the U.S. and Canada as well as for all 45 of MCC’s country programs. Strong cross-cultural training and facilitation skills are needed. Ensures that the strict procurement procedures are being properly carried across all MCC entities in the U.S. and MCC Canada, in MCC’s 45 country programs, and by MCC partners for 700+ MCC funded projects. The combined budget that the position is managing procurement for is $65 million USD on an annual basis. Requires an understanding of fraud risks in the procurement process and works to ensure that this risk is mitigated as much as possible in MCC and partner purchases.


Needs to have a high degree of self-motivation to accomplish work tasks. Person needs to work independently with bi-weekly meetings with supervisor. Most decisions are made in collaboration with program staff and Finance directors. Assists in management of major external grant funding, and significant budget expenditures.

Initiative and Ingenuity

Needs great problem-solving skills to manage the complex issues that arise from compiling varied financial reports for the multitude of donor formats to ensure proper utilization of donor funds. Needs creativity to ensure that a robust procurement policy is being followed by 45 country programs and many MCC partners. This includes countries and areas where the ability to obtain documentation will be limited along with limited ability to store and send documents electronically. Needs excellent decision-making skills to act on time sensitive problems when consultation is not possible. A high level of Excel skill is essential for financial reports and budget compilation work.

Communication/Interpersonal Skills

Ability to communicate clearly and effectively financial procedure and policy to non-finance staff. Ability to communicate both in writing and verbally with a network of financial staff from a multitude of countries and cultures that MCC works in around the globe. Comfortable with presenting to large audiences both in person and virtually. Ability to stand firm in the face of pressure when policy is not being followed even when the pressure comes from senior positions.

Mental/Physical/Visual Demand

Good analytical skills with ability to follow up on issues in a timely manner and to stay on task until any issues are resolved. Requires the ability to manage several ongoing projects at once and the judgement to give them proper priority. Sustained levels of concentration of mental and visual attention for extended periods of will be necessary for many tasks.

End Result

This position ensures that budgets of external grants are properly developed and vetted and that financial reporting of the same is carried out in a timely manner. The position also ensures that MCC has a robust procurement policy that is able to be followed in a variety of contexts and that best practices around procurement are incorporated into the policy. There will be considerable training and development in the initial stages of this position which should lessen as staff and partners are able to better follow the policy.
