    The Center for Health Care Rights is a California-based nonprofit organization dedicated to assuring consumer access to quality health care through information, counseling, education and advocacy on Medicare and related health insurance topics.

    About Us

    Through its Health Insurance Counseling and Advocacy Program (HICAP), the Center for Health Care Rights provides Los Angeles County residents with free information, counseling and assistance on Medicare and related health insurance. Assistance is provided through our toll-free telephone hotline or through one-on-one assistance at local community sites. HICAP is a community-based services program of the California Department of Aging, funded locally by the Area Agencies on Aging of the City of Los Angeles and Los Angeles County.

    All services are provided free of charge.
